    3. 9/28/2011 3 Game Wardens? Task Force created 1991 TPWD Environmental Crimes Unit started in 1991 1998 became what it is today Task force was created in 1991 by Gov. Ann Richards. Mandated that certain agencies be represented in the Task Force. TPWD started with a few investigators and grew until it is what it is today. 6 investigators stationed in Austin, Dallas, Corpus Christi, Beaumont, 2 Houston Task force was created in 1991 by Gov.
