A Local Commissioning Group is: • Committee of the Health and Social Services Authority (HSSA) with delegated power to commission services • Primary care led with 15 members, two of which are lay people from the local community • Leader and decision maker for commissioning health and social care services • Accountable to the HSSA Board

Functions • Engage and involve local people in the promotion and planning of services • Redesign and improve services • Secure safe and responsive services • Commission public health programmes with partners to reduce health inequalities • Deliver local, national and Ministerial health and social care targets

  12. Benefits • Involve local people in health and social care issues • Ability to influence and direct change • Manage resources • Improve performance • Ability to define and develop new services

  13. To achieve success • Involvement of GPs designing commissioning arrangements • Preparatory year to develop expertise • Commissioner development programme • Professional leadership development programme • Incentives

Specifics • Each LCG has 4 GP places • Chairman position is open to GPs, pharmacists, optometrists, dentists and lay applicants • Chairman is the ‘responsible’ individual for the LCG • Members 2 days per month; Chairman 6 days per month • Time commitment and remuneration to be reviewed April 2008

  15. Specifics • Recruitment and selection through Public Appointments Process • Application form to complete • Interview will be competency based • Interview panel will consist of 3 members to be confirmed

Community Commissioning Associations • Locality based commissioning • Alliance of GPs, other health and social care practitioners, community and voluntary sector • Commissioners for a distinct population within a LCG area • Sub-committee of an LCG with delegated powers and devolved budgets • Supported and incentivised to deliver real change • Implementation guidance being developed for April 2007 • Universal coverage

Functional Support to LCG and CCAs • Finance, information, contracting, public health, social care, modelling and analysis, performance monitoring • To be provided to LCGs and CCA from HSSA • Will support not drive LCGs and CCAs • Will respond to priorities, work programmes and objectives of LCGs and CCAs • Will not be delivered through discrete organisational entities

Directors of Area Commissioning • Executive Directors with portfolio of expertise such as secondary care commissioning • Represent, with 5 other professional officers, the HSSA on LCGs • Ensure strong functional support to LCGs & CCAs • Establish and navigate relationships with stakeholders • Support and work in partnership with Chairs of the LCGs

  19. Timetable • LCG recruitment and selection of independent contractors and lay members – January and February 2007 • Appointments made March 2007 • LCGs in place March - April 2007 • Commissioner Development programme begins April 2007
