2. Report : Public Hearing of the Siting of the Vaalputs Disposal Facility The public hearing for the above facility was held on 19th June 2014 in Hilton Garden Inn, Hanoi. Various stakeholder representing public sector as well as non-governmental sector was represented. The project operator (us) also took part in the proceedings of the day.

Report : Public Hearing of the Siting of the Vaalputs Disposal Facility The queries raised by stakeholder and the responses thereto by the operator as as follows: Construction of the facility The stakeholder pointed out that the site is not safe to build such facility as it is located in the area of active seismic activity. It was responded by the operator that the foundation would be laid on an engineered sand bed. Both parties agreed to increase the thickness of the walls of the vaults in order to withstand seismic activity. Selection of the material and design will be reviewed for the same reason.

Social Impact Stakeholder pointed out that the facility might endanger the people living in the vicinity and query as to whether the people should bee evacuated. It was responded by the operator that the closest human settlement is 90km away from the proposed facility. In addition to that, the people are seasonal farmers who would only be there during the summer. Questions about sociological study was raised. The operator responded by stating a comprehensive sociological study will be carried out. Operator also highlighted that they will allocate a buffer zone of 200 m and build a fence along it in order to prevent inadvertent human intrusion.

Groundwater contamination Stakeholder pointed out that groundwater below the upcoming facility will be contaminated due to the porosity and permissible of the soil. Operator responded by informing them that they will build a drainage system to address the issue and agreed to have a flow direction study before the construction.

Post active operation period Stakeholder query about the management plan after active operational period of 100 years. Operator responded that they will consider the possibility to agree to a collaborated monitoring plan in conjunction with the government authorities.

Transport plan Stakeholder query about the transportation plan heading to the facility. Operator responded that they will consult the matter will road authority and come out with a transport plan. The operator is also open for the idea of bypassing the town.

Emergency response plan Stakeholder query about the emergency response plan in case of any occurrence. Operator responded that the site is an isolated area from human habitation and therefore, affecting human life is very unlikely. But nevertheless, the operator agreed to prepare an emergency response plan.

Land allocation Issues on land allocation raised in the meeting. Operator responded that the land for the construction will be allocated by the government. 2. Urban Development Operator requested the government to control urban development coming up in the vicinity of the site which was agreed to. Conclusion: On the consideration of the above facts, it is very clear that the issues pertaining to the site are in the nature that can be mitigated upon by the taking appropriate action, therefore the operator is of the opinion that the proposed site is very much suitable for the facility.
