Basic principles of TQM • The role of leadership - the expertise of the conditions created for the development of the organization • System approach - Improving the organization's overall activity • Consumer orientation - studying the needs and assessing the degree of consumer satisfaction • Process approach - orientation of the process on the final result Decision-making based on facts - application of methods of mathematical statistics • Involvement of all staff - everyone works to achieve a common goal • Permanent improvement - long-term strategy of the organization, which allows to continuously improve products, processes and management system • Cooperation with suppliers, consumers and society for their own benefit

QUALITY MANAGEMENT SYSTEMS IN EDUCATION: TQM(Total Quality Management) - general quality management system ENQA (European Network for Quality Assurance) – European standards for internal (higher educational) systems of quality assurance. The core of quality system standards ISO 9000: ISO9000:2000 Establishes the principles of quality management, describes the content of the standards and defines terms for the use of higher education institutions ISO9001:2000 defines the requirements for quality management systems, in accordance with the requirements of consumers and authorities ISO9004:2000 describes the guidelines for setting up a quality management system ISO19011 provides guidance on planning and conducting quality audits.

In Ukraine the system of quality assurance in higher education includes: public control state quality control higher education standards licensing, accreditation of educational institutions state, industry standards and institutes of higher education establish requirements for the content, volume and level of education and professional training state certification, state inspection

The decision to implement ISO 9000 in universities can be based on the following factors: • consumers satisfaction of requests of educational services requiring ISO 9000; • recognition of the state standards of education quality of Ukraine by educational institutions of the European Union (EU); • competitiveness on the domestic and foreign labor markets of graduates of Ukrainian universities; • improvement of the quality of education system; • minimization of repeated audits is performed by different consumers.
