    4. What is HCQIP The Medicare Healthcare Quality Improvement Program comprises all of the work of the Quality Improvement Organizations and the ESRD Networks. We hope that it will come to comprise all of the things CMS does that (can) improve the quality of care for Medicare beneficiaries.

    5. Statutory Mission for the QIOs Improve the efficiency, effectiveness, economy, and quality of services delivered to Medicare beneficiaries. -- Social Security Act 1862g

Safety Percentage of patients harmed by care Effective Percent of beneficiaries who receive evidence-based care Percent of beneficiaries who achieve desired outcomes Patient-centered Beneficiary experience with care received Percent of beneficiary complaints resolved to beneficiary’s satisfaction

HCQIP Critical Strategies (How we will accelerate change) Create partnerships with others involved in improving health care Promote the use of comparative performance data, transparency, and public reporting Promote the use of information technology to increase efficiency and accuracy Spread learning and success Focus on increasing system reliability and safety Promote the use of rapid cycle improvement and process redesign methods Focus on decreasing waste and inefficiency Support and promote workforce development

    14. Transformational Change We are not in the business of helping the system do it better, we are in the business of helping the system do it right. Doing it right requires transformation of the healthcare system. ? We must focus on projects where our efforts are likely to be transformational.

Some transformational projects Office information technology reimagines how doctors’ office work is done Surgical care improvement partnership imagines an army of stakeholders working effectively together Mediation reimagines what to do with a complaint Corporate partnerships (nursing homes and dialysis) reimagine government-business relationships

    16. What is the strategic planning effort? 20 teams (at least 2 QIO representatives on each) 90 days (complete March 31) Within the strategic framework Product: aims, measures, projects, CMS support strategy, and focus. Interim reports for core contract activities here, today and tomorrow. It’s exciting.

    17. As you participate in today’s and tomorrow’s meetings Recognize that presenters are describing the current draft of rapidly evolving work. Listen for what is transformational and what may be too traditional. Suggest and discuss breakthrough changes. Imagine how we can make the world profoundly different and better. Go forth and change the world.
