A Challenge for the EU • Working at the margins • Building up the capacity of non-state sponsored civil society without antagonizing the state • Decentralized, networking attitudes (Soros model?) • Being aware of the growing distrust of the civil society (Soldiers’ Mothers) and of Western assistance • Dual-track approach • work with the non-state civil society • educational work with the state: explaining why the state needs an independent civil society to implement reform (fighting poverty, fighting terrorism, fighting corruption, military reform…)
