Milestone SCIP is updated and approved. State Interoperability Coordinator is hired. Milestone Regional Interoperable Communications Plans (RICP) are Updated Milestone Regional Jurisdictions adopt collaborative approaches to achieve interoperability Milestone Regional committees and state agencies work collaboratively on policies and procedures Governance Improve coordination of first responder activities with integrated Standard Operating Procedures. Standard Operating Procedures Milestone Regional-integrated SOP Template is developed Milestone All first responder entities participating in regional-integrated SOPs Milestone Agencies test regional- Integrated, NIMS SOP routinely Ensure operability while leveraging existing systems to build P25 Standards-based voice shared systems. Milestone Shared Standards-based Regional Systems are Implemented Milestone Project Mgmt & Technology Assistance Provided Milestone Shared Mx-Border and Coastal Regional Systems are designed Milestone Operability is achieved statewide Technology PLAN Achieve the Optimal Level of Statewide Interoperability by 2015 Ensure first responders at all levels are trained on and routinely exercise communications equipment, procedures and coordination. Training & Exercises Milestone Focus Groups re-evaluate integrated communications training needs as systems transition. Milestone All responders participate in communications training and exercises routinely Milestone Regional communications training needs input is provided to GDEM Promote use of regional P25-shared communications systems for daily operations as well as integrated-interoperable emergency communications. Milestone 90% of UASI areas use response-level emergency comms in 1hr. to multi-jurisdiction /agency ‘routine’ events Milestone 75% of non-UASI areas use response-level emergency comms in 1hr. to multi-jurisdiction /agency ‘routine’ events Milestone 75% of all jurisdictions use response-level emergency communications in 3hrs. to ‘significant events’ Milestone Emergency Responders communicate daily on interoperable systems. Milestone Baseline Communications are documented in CASM Usage Develop a funding plan to generate resources necessary to acquire and sustain statewide interoperability. DRAFT Milestone Funding Plan developed, Funding programs identified Milestone Funding is authorized and distributed Milestone Operations & Maintenance Funding Continues Funding
