Transmission Inspections, Maintenance & Repairs • Completed in 2006 • Above ground inspections – 4,000 structures • Groundline inspections - 761 structures • Identified 214 structures for replacement • Replaced 190 structures • Replaced 184 sets of insulators • 2007 planned & actual activity • Above ground inspections – 3,800 structures • Groundline inspections – 3,412 structures • Includes performing wind loading analysis on structures with joint use attachments • Identified 323 structures for replacement YTD • Replaced 80 structures YTD • Replaced 29 sets of insulators YTD • Helicopter & ground patrols completed – 100% system

5. Distribution Inspections, Maintenance & Repairs • Wood pole inspection program • Performed 16,939 groundline pole inspections in 2006 • Estimated 38,205 groundline pole inspections by Sept 2007 • Includes performing wind loading analysis on structures with joint use attachments • Reinforced 479 poles and replaced 906poles in 2006 • Completed 131 maintenance/structural repairs (down guys, anchors, etc.) • Plan to complete engineering by end of 2007 and all repairs by June 2008 for 2007 inspections

6. Vegetation Management • Transitioning to a three year tree trim cycle for all distribution feeders and laterals • Special emphasis on critical trimming in areas identified by reliability base methodology • All hot spot trimming on high priority circuits completed by peak hurricane season • Trimmed 268 miles of distribution feeder and 840 miles of laterals in 2006 • 10% increase in miles of distribution feeder & laterals trimmed planned for 2007 • Transmission system patrolled semi-annually for 230kV and annually for 69 – 138 kV • Implementing measures learned from recent vegetation management workshop

7. Other Hardening Initiatives • Filed Tampa Electric’s 2007-2009 Storm Hardening Plan – May 7 • Distribution construction standard - NESC Grade B • 50% stronger than NESC minimum • Underground overhead distribution interstate crossings • Convert remaining 4 kV circuits to the standard 13 kV • Rebuild wood transmission circuit serving Tampa International Airport with non-wood poles • Extreme Wind Pilot Hardening Projects • Port of Tampa • Saint Joseph's Hospital • Change UG construction standard in Flood Zone 1 • Participate in research projects facilitated by PURC

11. Forensic Data Collection Plans • KEMA contracted to perform forensic analysis • Notify consultant after Incident Command System is activated • After storm passes, determine geographic areas to be patrolled for damage collection • Consultant or subcontractor will patrol damage area • Consultant will provide written report of findings, analysis, conclusion and recommendation for improvement in system performance
