  1. Informal documentGRSP-52-09 (52nd GRSP, 11–14 December 2012, agenda item 18) A Proposal Related to the Establishment of a New Regulation for Category L JASIC

  2. Ⅰ. Proporsal *R100 (electrical/battery safety standards for electric vehicles) is a standard based on the 4-wheel configuration. *For uniform regulations covering categories M/N/L, adoption by individual countries and harmonization across the categories at revision is essential. This may possibly cause delays especially between categories with substantially different structures or design concepts. ->A separate regulation should be established for category L whose structures and safety concept are different from others. (See the other regulations for these categories below.) M/N L L1/2 L3/4/5 Emission regulations R83 R40 R47 Engine type Driving mode (usage) L2/4/5 L3 L1 Noise L6/7 R51 R9 R41 R63 Social demand Vehicle/engine structure L1/2/5 L1/2 L1 Lamps R4/5/7/19/31/65/77/91/98/99/112/113/123 R50/56/74/76/82/113 Driving backward Vehicle structure L1/2/6 L1~7 Anti-theft devices With passenger compartment Separation and protectors to protect passengers R116 R62 Crushable zone and seat restraint to protect passengers Functional complexity Passenger compartment L1~5 Tyres R30 R75 More freedom for passengers Driving on flat tyres L1~5 Light weight up to approx. 200 kg Braking Crash requirements R78 R13H Vehicle weight of 1 t or more Both hands required for operation (Less freedom for passengers) No compartment Body stability L1~7 衝突要件なし Rear-view mirrors R81 R46 Passenger compartment Handle mount Electric shock/battery safety R100 R??? 5. With regard to the proposed addition of category L to R100, it is appropriate to establish a new regulation for category L separately from categories M/N because the former is different from the latter in terms of structure and safety concept. END
