Creating an evidence base for European spatial development policy • There have been four consecutive models for implementing a European spatial planning research network: • 1994-1999 Network of 15 research institutes appointed by their national ministries • 2000/2001 Study Programme on European Research (SPESP) (Network of 15 National Focal Points) • 2002-2006 ESPON 2006(Programme and Project based) • 2007-2013 ESPON 2013 (how will the future ESPON 2013 look like?) Achievements of ESPON 2006 • 35 projects, 25000 pages • Structures and trends: population, economy, environment, hazards, urban structures, accessibility, information society • Policy impact studies: CAP, R&D, TEN, Structural funds, pre-accession aid • Cross-thematic integrative studies and scenarios • Europe as a world region • Data base, mapping tools, methodological reflections /e.g. on NUTS units) Peter Schön, BBR

Use of ESPON results • ESPON results have been published in single reports and in synthetic reports and a European ESPON atlas • ESPON results have found their way into the European policy discussions and in documents like the (third and) fourth cohesion report and the Terriorial Agenda / TSP document Peter Schön, BBR

Priority 2 Strengthening Urban-Rural Partnership • Set-up and upgrading of urban-rural partnerships, Exploitation of new forms of governance • Ensuring a sufficient level of services of general interest • Utilisation of the variety of potentials in rural and urban areas and their interrelationships • Identification of common development assets, endogenous potentials as well as development strategies • Example: Local recreation function of Brandenburg’s hinterland for Berlin Peter Schön, BBR

Priority 5 Promoting trans-European risk management • Management of trans-European technological and natural risks • Spatial approach to integrated decision making and new forms of transnational risk governance • Especially for multi-hazard areas (coastal zones, lakesides, maritime and river basins, mountain areas) • INTERREG Rhine-Maas Activities led to other transnational measures for flood prevention with means of spatial planning (ELLA, OderRegio) Peter Schön, BBR
