Strengthening of Livestock services Project • Title: SLSP • Type: Grant / Technical Assistance • Donor: European Union • Executing agency: MINFAL - Livestock Wing • Duration: 6years • Command area: Throughout Pakistan • Beneficiaries: Livestockfarmers, owners & traders • Budget: EU € 22.9 M + GoP € 3.042 M = € 25.942 M

  5. Objectives • Overall: To realise the potential of the livestock sector through better provision of livestock services • Specific: To strengthen the GoP capacity to plan and manage the sustainable delivery of public services and enhanced delivery of private services to the sector

M & E System • Project Started Sep 2003 • 1st EC Monitoring Mission visited in April 2004 declared project problematic, poor design, log frame too lengthy, 16 results • Log frame accordingly revised 16 results shirked to 4 results • 2nd Monitoring Mission in Oct 2005. again declared Log frame too week. • Typical example of lack of participatory approach in developing project designs

  10. M & E System • Donors Requirement During initial phase EC required, Monthly, Quarterly, Biannually, Annual Progress Reports. Likewise • Government also require many reports on project.

  11. Constraints of current M & E System • The separate M & E system was in placed only after 2 years completeion of project • There are five Monitoring Officer one in in each Unit (4 + 1) • MO are not trained. • Project design is week. • Very ambitious approach • Lack of participatory planning approach
