  4. Rationale • State Accountability for Education- Measure Growth Over Time • Improve Schools • Accountability at the School Level • Target School Improvement Efforts Formally began in 1996-97 statewide

  5. ABCs + No Child Left Behind • 2002-03 School Year • A New Layer of Accountability • To Close Achievement Gaps in Population Sub-Groups • Adequate Yearly Progress (AYP) An all or nothing measure.

  6. To meet sub-group targets (08-09) • Reading • 43.2% of students proficient • Proficient is III or IV • Sub-group Categories: • Multi-Racial • White • Economically Dis. • Limited English Proficiency • Math • 77.2% of students proficient • American Indian • Asian • Black • Hispanic • Students with Disabilities

  7. How is success measured? • Performance Composite • % of students showing proficiency (III or IV) ABCs • Growth • Academic Change Measure • Rate of student learning (standard=1yr growth) ABCs • AYP (Adequate Yearly Progress) • Proficiency of sub-groups NCLB

  9. Teacher Success • What percentage of my students are proficient? (Performance Composite) • How much did my students grow academically? I hope it was at least as much as they grew last year. That will = 0. (Growth)

  10. School Success • What percent of our student body is proficient? (Performance Composite) • What is the overall growth rate for our school? (Growth) • Are our subgroups meeting the target? (% Proficient) (Adequate Yearly Progress)

Rewards • School status labels and recognition • Where would you like to teach? • Priority School • School of Progress • School of Distinction • School of Excellence • Honor School of Excellence • Sorry, no more financial incentives. • High Growth $1,500 (60% of students=expected growth) • Expected Growth $750 (average growth for school students learning at the same rate as previous year)

Consequences • If you are a Title I school (40% of your students qualify for free/reduced lunch)… • If you miss your AYP for 2 years in the same content area (i.e. math, or reading) • School Choice Corrective Action • Supplemental Education Services Restructuring • State Sanctions • If you do not meet your growth standard (change=0) • And your performance composite is less than 50% • Comprehensive Support from District and School Transformation Division • You are a “Low Performing School”

NC School Report Card • http://www.ncreportcards.org/src • Dr. Andrew Peoples 2008 • Study of 379 Middle Schools • Schools with higher SES had higher mean growth and higher change ratios than schools with lower SES. • Educators recognize and remove barriers for children with lower SES backgrounds.
