  1. Assurance Competencies

  2. What is assurance? • Does it work? • How well? • Does it work the way intended? • If it did not work … • Was it a bad plan/model? • Was a good idea poorly implemented? • Were the wrong indicators used? • Is something “brewing”?

  3. Assurance Competencies • Interpret assessment data • Understand research methodologies • Critically assess reports, literature • Plan for assurance (monitoring and evaluation) as part of programming • Monitor & Evaluate • As part of a team, translate conceptual model & empirical data to develop/validate • Norms/indicators/sentinel events for process/output, outcome, and impact levels

  4. Assurance Competencies • Monitor & Evaluate (continued) • Plan and implement M&E systems • Apply methodologies/knowledge (general) • Apply assurance methods/systems/processes • Analyze and interpret assurance data • Draw conclusions/make recommendations • Respond to findings • Communicate findings/advocate

  5. Example • Reproductive health program to address problem of low utilization of modern contraceptives/high rate of abortion and attendant sequelae • 1 in 2 pregnancies ends in abortion • 20% use of modern contraceptive methods

  6. Example • Program objectives • Decrease abortion rate by 50% (to 1 in 4) • Increase use of modern methods to 50% • Activities • Training of MDs • Provide contraceptives • Media campaign

  7. Example • Indicators • Process/output • Number of MDs trained • Outcome • Rate of method use • Impact • Reduced abortion rate

  8. Teaching methods • Advanced/integrative • Practical exercises • Case studies/real project context • Multidisciplinary teams
