    3. Participation in PQCR 3 Year Cycle Each county’s participation includes Host county CWS Host county Probation CDSS Neighboring or “peer” counties Bay Area Academy Optional “others”

    4. Process Preplanning / General Preparation SIP, SA, General Agency Assessment Planning the PQCR Conducting the PQCR Post Implementation Activities & Outcomes

    5. General Planning Considerations Allow 2 - 3 months overall for planning Expect 6 - 8 weeks for intensive planning & coordination

    6. Pre-Planning Management Activities Establish review week Decide on area of focus Decide sample size Select co-chairs* to lead a “PQCR Planning Committee” Prepare agency for PQCR Clarify role/partnership with Probation *CDSS consultant will also co-chair

    8. Focus Area Decision Use County Self Assessment and SIP Work with Probation in decision Focus on “area” only - or include specific practice elements? Assuring Link to SIP Is it “high priority”? Is the data supporting it valid? Has it already been analyzed? Does it lend itself to qualitative analysis?

Example of Focus Area County selects the “Foster Care Re-entries” outcome for focus County also selects “Child & Family involvement in Case Planning” as a closely related practice area CDSS has suggested the following practice areas: Recurrence Assessment of Needs & Services Child & Family Involvement in Case Planning

Sample Size Does not need to be statistically valid Is it structured to give “clear picture?” Is it “doable” for the review teams given: Number of review teams Max cases that can be reviewed by each team Number of days for review Other Considerations Length of time case in services Will ‘all’ or ‘some’ staff have cases reviewed? How will supervisors be included? Technical Support Available from CDSS

PQCR Planning Committee Responsibilities Oversight & coordination of all PQCR preparation Assign PQCR tasks and develop timeline-identify clerical support Develop & Test review tools Prep / Orientation of staff to be interviewed Logistical details/finding space early Communication Plan Small Counties – consider partnering to accomplish the planned tasks

PQCR Co-Chair Responsibilities Coordinate with CDSS Coordinate / Assign tasks through PQCR Planning Committee Review tools Feedback to/from Executive staff/management Determine Interview Team(s) & Reviewees Assure Reviewer’s are prepared for site visit Ensure smooth operation of process during review week Conduct daily team debriefings Exit interview / findings Prepare PQCR Findings Report Recommendation: co-chairs have skills in project management but if possible not responsible for responding to outcomes

Bay Area Collaborative Responsibilities Service Planning resource Facilitate, Train and de-brief interview team members Bring other county experience with the PQCR process to the table Identify and develop methods to recognize and reward interview teams PQCR Interview week – on-site assistance

    14. The Review Week Part I: 6 hours Training/Orientation Part II: 1-3 days Interviews: average 3-4 interviews per team per day Part III: 2-4 hours Final debrief with Interviewers & Cross-sharing with CWS/Probate Staff

    15. Interview Team—Selection Which internal/external staff should participate? Size & make up of each team? Will you have community members? Reciprocal arrangements w/other counties How will Teams be prepared? S/A and SIP? Use The Children’s Research Center? Review cases on-line? Recommendation: small – mid-size counties: Do not use current line CWS/Probate Staff as team

Interview Teams—Structure 2 to 4 members May include: Host county co-chair (not CDSS) – not recommended County managers – not recommended County CWS supervisors Can consider for the team if supervisors are interviewed Experienced Social Workers Probation Officers Optional “others” Community Stakeholders Service Providers Analysts w/ CWS knowledge Regional Training Academy staff

    18. Review Week—Logistics Where will reviews be conducted? Recommend: 1) Central meeting & debrief/lunch room; 2) each state team has a room What type of support staff needed for: Photocopying / Supplies / Lunch arrangements What types of communications are necessary for planning & implementation? Who will prepare sample cases & review tools? Who will provide review teams with the “other” data? Example: CWS/CMS “Delivered Services Log”
