The University identifies focus and development areas in research and specifies their content aiming to create and manage comprehensive programmes including topics related to the North and the environment Strategic and basic resources of the University are directed to the focus and development areas chosen The use of structural development funds is strategy-driven Development of research education takes place in the framework of the Oulu University Graduate School comprising all doctoral programmes in the focus and development areas and in the Faculties, as well as the international Master’s programmes Research infrastructures are developed according to the agreed programme, one target of which is to secure sufficient long-term funding Internationalisation is a cross-cutting theme in the recruitment of researchers and students, as it is generally The share of external funding (esp. Development measures (2) Recruitment and career structure 4-tier tenure track Research Council to draw up guidelines/principles for advancement Recruitment programme being drawn up for 2010–2012 (2014) 12–15 recruitment/start-up -packages of 100–150 000 €/yr each; yht. 300 000–450 000 €/3yrs) Example 1: Recruitment of a start-up group: salaries for a young research group leader and one postgraduate student + operating costs Example 2: anchoring FiDiPro partners by strengthening research groups Example 3: other proposals in relation to recruitment and career advancement Departments submit strategic proposals based on the focus and development areas; Research Council chooses/proposes which of these are to be realised Priority given to proposals where department commits to provide funding for 2013-2014 ; e.g. recruitment of a new group for five years, with the first 3 years funded by the recruitment programme and the last 2 years by the department International recruitment and evaluation of applicants to bring in fresh ideas Applies to all 4 tiers of the tenure track, but focus on recruiting promising young talent and highly-merited academics, with internationalisation as one of the criteria
