Current NJ Assessments • NJ Assessment of Skills and Knowledge & High School Proficiency Assessment • Administered in grades 3-8 and 11 • Math, ELA and Science in grades 4 & 8 • NJ Biology Competency Test - High School End –of – Course Assessment • Proficiency based on a scaled score • 199 and below - Below Proficient • 200-249 - Proficient • 250 -300 - Advanced Proficient

  39. No Child Left Behind Elementary and Secondary Education Act

The No Child Left Behind Act of 2001 • Became law in 2002 • Reauthorized the Elementary and Secondary Education Act 1965 & 1994 • Designed to drive broad gains in student achievement; and • To hold states and schools more accountable for student progress • Established: • Annual Testing • NJ ASK, HSPA and NAEP • Academic Progress • 100% proficient by 2013-14 • AYP toward the 100% each year • Report Cards • States • Districts - School –by- School • Teacher Qualifications • Teachers HQT • Reading First • Funding Changes

NJ ESEA/NCLB Flexibility Waiver • Set for reauthorization in 2007 – still not reauthorized • In 2011, State waivers were allowed • 2014 = 100% proficient unrealistic • Conditions of the Waiver: • School scores are aggregated (3-5, 6-8, 11). • 2016 – additional aggregate grade span 9-11 • Must meet a 95% participation rate in all subgroups (N>40) • NJ DOE provided each school with Annual Progress Targets based on yearly increments. • Must reduce any achievement gap in any subgroup by 50% over 6 years • Schools must reach the indicated yearly increment OR maintain 90% proficiency in each subgroup (N>30).
