Solicitation No. W912D1-15-R-0014, issued by the Department <br><br>of the Army to provide and install sunshade canopies at various <br><br>sites in Kuwait where Latvian Connection, LLC submitted a <br><br>proposal but had been emailed to the Contracting Officer, who <br><br>was away on temporary duty. The Army posted Amendment 4 <br><br>on the AFSI on April 28. The Army did not post Amendment 4 on <br><br>FedBizOpps. Latvian Connection LLc was not emailed of the <br><br>Amendment 0004 and was not provided sufficient time in which <br><br>to submit a response to the amendment. This constitutes to <br><br>Fraud for Unequal treatment of bidders.

  1. Questions and Answers 1. Please confirm the final sizes of the required structures to each location. Answer 1- The Following are the final dimensions per each location: PAT III ECP: 28ft w X 46ft l X 20ft h PAT III Resiliency Center: No Change PAT IV ECP: 30ft w X 46ft l X 18ft h PAT IX ECP: 32ft w X 42ft l X 18ft h PAT X ECP: No Change Please see Amendment 1 for more information. 2. Please confirm that the provided measuring units are in feet. Answer 2- Measurements are in Feet. 3. Please confirm the Dimensions given on Solicitation. Are there any changes as discussed while having site visit? Answer 3- Please see answer to # 1 and Amendment 0001. 4. Since we were not able to get on Ali Al Salem AB, can you let us know the similarity of that site matching to any one of 4 sites we visited or an accurate measurement to be provided? Answer4- Due to the new restrictions on Ali Al Salem AB, vendors will not be able to complete a site survey at this time. However, it is of the same sandy base as Camp Buehring. 5. Looking at the sites, it’s recommended that all the Canopy Sunshades will require the Concrete Footers. Please confirm if concrete footers are required? Answer 5- All sunshades will require concrete footings. 6. On page 59 of Solicitation “C. Maintenance Service Plan”. Is it applicable to this Solicitation? Answer 6- Paragraph C. “Maintenance Service Plan” is hereby deleted. No maintenance is required; however, a 1 year warranty is required. Please see Amendment 0001. 7. Please clarify the Solicitation Closing Date and Time as it reflects 2 different dates on solicitation? Answer 7- Closing Date is 16 April 2015. 8) Please inform us the sizes of the Sunshades mentioned in the solicitation is in Meter (or) Feet? Answer 8- Measurements are in Feet.

  2. 9) The dimensions of Canopy Sunshades, are they in measurement of FEET or METERs? Answer 9- Measurements are in Feet. 10) Just to clarify the closing date, as on page 1 of 60 it is April 16th and on page 56 of 60 it is April 15th Answer 10- Closing Date is 16 April 2015. 11) I am afraid I’m late for a site visit. However, will we still be able to bid on this RFP? Answer 11- Yes.
