  • An educational aspiration – that reflects a system-wide commitment to moral purpose, high excellence and high equity.

  • An educational strategy – that provides the focus for school improvement efforts and that links development at the level of the classroom, school and system

  • An approach to teaching and learning – that for the student focuses on developing their potential and range of learning skills (particularly ICT), and for the teacher focuses on their repertoire of teaching skills and managing the learning experience in groups

  • A system of education – that sees children as social beings with individual, social, cultural and welfare needs that extend beyond the classroom into the family and community
