    Slide 2:Mission of RMTC Formed in 2002 as a 501 (c) (3) charitable organization To develop, promote and coordinate, at the national level, policies, research and educational programs that seek to: ensure fairness and integrity of racing ensure the health and safety of racehorses and participants protect the interests of the racing public RMTC was formed coming out of the 2001 AAEP Medication Summit at this Symposium. Our primary focus is uniformity of in the regulation medication and drug testing on a national level.     Slide 4:Funding Nearly $3.7 million from industry organizations and individuals from 2003-2008 2008 Contributions = $895,000 Cash on Hand = $1,200,000 2009 Projected Funding: $1 per start from horsemen and tracks $700,000 from industry organizations $500,000 research and testing grants fromJockey Club and outside funding sources Tax-deductible donations from individuals Many of these stakeholders stepped up to the plate to provide funding to start and maintain RMTC financially. We have raised nearly $3.7 million since we began, and will raise right at $900,000 this year from industry organizations, race tracks, horsemen’s groups and individuals from all racing breeds. While the research we conduct is expensive, and the Executive Director, Dr. Scot Waterman travels extensively to further RMTC initiatives, we are frugal, and have over $1.2 million in reserves. The original goal to RMTC’s founding organizations was to have long-term funding of $5 per starts from horsemen and tracks which would raise nearly $8,000,000 per year, we have settled on $1 per start. All of the RMTC funding is on a voluntary basisMany of these stakeholders stepped up to the plate to provide funding to start and maintain RMTC financially. To date, the model policy you have in your packets was approved as an RCI Model Rules in 2005 and has now been adopted in 32 states. We expect to see adoption in several more states this year. Our initial focus at RMTC was uniformity across state lines in the regulation of veterinary practices, prohibited drugs, prohibited practices and the elimination of race day medications except for Lasix and adjuncts bleeder medications.     Slide 8:Penalty Guidelines Approval of Model Rules for more severe uniform penalties for the use of prohibited drugs and practices by RCI board of directors Class A – Illegal, not approved, significant performance enhancement Lifetime: 1st Offense – Minimum 1 year & $ 10,000 Maximum 3 year & $ 25,000 3rd Offense – Minimum 5 year & $ 50,000 Maximum 10 year & $ 100,000 Veterinarians, owners, other culpable licensees and horses can be suspended. The next phase for RMTC was uniform penalty guidelines which were adopted by RCI in 2007. Our intent was more severe penalties for prohibited drugs and practices and a significant differentiation between these performance enhancers and the therapeutic medication overages that account for more than 90% of our positive lab reports. As has often been requested, we wanted to also allow for other licensees to be held responsible, if there is sufficient evidence that they were responsible. The next phase for RMTC was uniform penalty guidelines which were adopted by RCI in 2007.     Slide 9:Mitigating Circumstances The past record of the trainer, veterinarian and owner in drug cases; The potential of the drug(s) to influence a horse’s racing performance; The legal availability of the drug; Whether there is reason to believe the responsible party knew of the administration of the drug or intentionally administered the drug ; The steps taken by the trainer to safeguard the horse;

    Slide 10:Mitigating Circumstances The probability of environmental contamination or inadvertent exposure due to human drug use; The purse of the race; Whether the drug found was one for which the horse was receiving a treatment as determined by the Medication Report Form; Whether there was any suspicious betting pattern in the race, and; Whether the licensed trainer was acting under the advice of a licensed veterinarian.
