We must consider NEEDS and AFFORDABILITY • State appropriations are not keeping pace with needs (Formula = 19% of 2005 Budget) • UTPA remains the best-value of all 9 UT System academic institutions • Our proposed rate would continue to be the lowest in the UT-System. • Funds are especially critical to fast-growing institutions like UTPA
