  3. Undertrials in India: • In 2021, 77% of India's prison population consisted of undertrials. • This marks a significant increase from 2019 when the percentage was 68%. • India has the highest proportion of undertrials in the world.

Key Recommendations: • Use of Ankle Trackers or Bracelets for Inmates: • Proposed to address prison overcrowding. • Ankle trackers for individuals on bail. • Monitors movements and ensures bail conditions are met. • Voluntary Use and Informed Consent: • Emphasizes upholding human rights and ethics. • Use of ankle trackers should be entirely voluntary. • Inmates must provide informed consent.

  5. • Overcrowding and Delayed Justice: • Acknowledges prison overcrowding. • Suggests transferring prisoners from overcrowded facilities to those with available cells. • Transfers may occur within the same state or to different states. • Lack of Signal Jamming Technology: • Identifies a deficiency in signal jamming technology. • Many state prisons lack such technology. • Allows mobile phones to be frequently smuggled into prisons.

Prison Statistics: • India has 1,319 correctional facilities with a capacity for 4,25,609 inmates. • Actual inmate population is 5,54,034, resulting in an occupancy rate of 130.2%. • Of these inmates, 4,27,165 are undertrial prisoners, and 1,22,852 are convicted. • Female prisoner numbers are growing. • Prisons operate with staffing levels about 30% below requirements.
