    5. Initial Eligibility Eligibility is based on provider/program’s authority or authorization to operate Automatically eligible – when applying with local area and meet those requirements Postsecondary Educational Institutions submit application with local board

    6. Initial Eligibility Application contains information as the local board may require Performance outcomes help facilitate customer choice in programs on ETPL Local Workforce Investment Board submits initial application for listing

    7. Subsequent Eligibility California granted a waiver Waiver allows the State to postpone implementation until July 2007 The State is pursuing an extension of the waiver WIA Reauthorized – The State Board will develop policy/procedures

    8. Community College Process Chancellor’s Office maintains a centralized data system Provided annually - Community College program-specific data necessary to populate initial eligibility record Allows for an “auto-populate” process in the Job Training Automation (JTA) system

    9. Community College Process Local Board must submit Community College Training Provider Application through JTA system Combining FEIN, CIP, and college identifier allows EDD to obtain data elements required for initial eligibility from Chancellor’s Office database
