Served as the coordinator for the first Indiana State Incentive Grant, as a prevention specialist and content expert. Jennifer Kelley, MPH, CHES, CPP Prevention Specialist, Indiana Program Gambling Awareness Program - She is a graduate of the Master of Public Health program at Indiana University. Jennifer is also a Certified Health Education Specialist and Certified Prevention Professional.  She currently serves as the Southern Chapter President of the Indiana Public Health Association and sits on their Board of Directors.

    Slide 8:Gambling in History The U.S. has a long history of allowing some forms of legal gambling and a degree of tolerance of illegal gambling. Societal tolerance and acceptance of legal gambling can change rapidly. Societal standards and laws related to gambling have tended to change back and forth from prohibition to regulation. Observers have come to describe three waves of gambling regulation during the history of the colonies and the United States.     Slide 9:Gambling in History The First Wave: 1600’s to mid 1800’s English vs. Puritans Frontier Spirit Sustainability and growth The two groups who formed colonies had very different attitudes towards gambling. The “English” brought along the English traditions and beliefs and the “Puritans”, who came from England, came to the new world to create a better society and discard the values of their mother country. Entire colonies established the guidelines and beliefs based on the group of people. Puritans initially were against gaming, but eventually relaxed standards slightly to allow for innocent and moderate recreation, but it could not be ones trade. There was hostility towards professional gamblers. The English colonies viewed gambling and recreation a harmless diversion. Gambling was popular and accepted – although legal gambling tended to only be types that were considered proper gentlemen’s diversions. It is speculated that the appeal of gambling was heightened by the frontier spirit. The desire to explore new worlds being similar to gambling – both relying heavily on high expectations, risk taking, opportunism, and movement. Financial backers and others in England began questioning the prevalence of gambling, they suggested it created an atmosphere of idleness and vice. Many began to believe it was the root cause of the inability of the colonies to sustain themselves. The colonies relied on England to supply provisions and to replace dying settlers. The colonies and England began using lotteries to bail out the colonies. The English Crown allowed the Virginia Company of London (the financier of Jamestown, VA) was to raise money for the company’s colonial venture through lottery. Eventually, the crown banned the lotteries because of complaints that they were robbing England of money. Eventually all 13 original colonies would establish lotteries to raise revenue. They were motivated to build on the tourism boom expected in the wake of the completion of the Hoover Dam (formally Boulder Dam). Already had a flourishing illegal gambling industry – it was corrupting law enforcement and too difficult to enforce. Gold Rush set off a gambling boom in California. Authorities say Hogan, 19, handed a note to a teller at a Wachovia Bank branch in Bethlehem, Pennsylvania, said he had a gun and demanded money, according to an Associated Press report. Hogan was picked up at his Sigma Phi Epsilon fraternity house later that night and charged with robbery, theft by unlawful taking and receiving stolen property. Police said he got away with $2,871 during the heist, and FBI officials confirmed that Hogan did not have a weapon during the robbery. On Dec. 9, 2005, Hogan went to see "Narnia" with Kip Wallen, Lehigh's student-senate president, and Matt Montgomery, Hogan's best friend, in Wallen's black Ford Explorer. Hogan, who was sitting in front, asked Wallen to find a bank so he could cash a check, and Wallen pulled over at a small, oatmeal-colored Wachovia. Inside, Hogan paused at the counter for a moment and then joined the line. He handed the teller a note that said he had a gun, which was a bluff. "Are you kidding?" her face seemed to say. He did his best to look as if he weren't. With agonizing slowness, she began assembling the money. Moments later, a thin sheaf of bills appeared in the tray: $2,871. Hogan stuffed it into his backpack, turned around and walked back out to the car.
