  3. Business Mail Measurement Obstacles Need to resolve some operational issues with CONFIRM “Start-the-Clock” and “Stop-the-Clock” data: Start-the-Clock: Is ASN Reliable? Stop-the-Clock: Can CONFIRM accurately reflect actual in-home delivery date?

Business Mail Measurement Current Status • START-THE-CLOCK: Is ASN Reliable? • Develop Pilot Test process utilizing CONFIRM Mailers to Assess ASN Accuracy • STOP-THE-CLOCK: Can Confirm Accurately Reflect Actual In-Home Delivery Date? • Consumer Affairs Analyzing Confirm Data from EXFC Mail Pieces

Business Mail Measurement START-THE-CLOCK Status • Enlisted 5 to 6 CONFIRM First-Class Mailers • Developed Site Visit Protocol • Conduct Site Visits in Nov ’02 thru Jan ’03 to Observe: • How ASN Data are Compiled and Transmitted • USPS Acceptance of Mailing, including Actual Acceptance Date and Time • Any Unusual circumstances

  6. Business Mail Measurement STOP-THE-CLOCK Status • Analyzed CONFIRM Scan Data for EXFC Mail pieces and Compared with PwC Reporter Receipt Information • Determined How Often “Last Scan” Matches In-Home Delivery Date • Modify CONFIRM Stop-the-Clock “Business Rules” to Improve Predictive Ability
