4. PRV = Plant Replacement Value TOA = Total Obligation Authority (Programming) Key points: Scope – acreage, buildings, and impacted resources (what is in grey box) is huge compared to most other Joint Bases. JBPHH is the only Joint Base that is home to a COCOM and multiple 4-star component commanders. Affects a large community of commands, activities, milpers, civpers, families and retirees. Estimates in grey box are PRELIMINARY….Estimates of affected personnel and resources per As-Is PB-14 June 2008. NS Pearl Harbor is more than the foot print in the harbor - it’s all Naval assets on the island of Oahu. Hickam responsibility extends well beyond the island – Johnston, Wake and mission support in Australia. This slide represents the geographic proximity of Naval Station Pearl Harbor “proper”, and Hickam Air Force Base. The two bases are currently separated by a fence with an unmanned gate for free-flow between the two sides. The 25,174 acre figure includes all Navy real property owned by NAVSTA. The area outlined in red only represents 7,000 acres. Not represented here are the geographically separate units, or GSU’s, that Hickam AB owns the real property for, which are: 1) Hickam POL-a portion of our pipeline that runs from Wheeler area to HAFB; 2) Johnston Island; 3) Punamano AFS-on the North Shore; 4) Wake Island. These will come under the new Joint Base Commander’s ownership. We are still studying implications and potential special arrangements/requirements. Total Navy tenants = 103 Subsets of Naval Station Pearl Harbor outside of the station "main area": Ford Island; Navy-Marine Golf Course; Laundry, Aiea; Fleet Landing, Halawa; Oahu Cemetery, Honolulu Fire station at Naval Supply Center, Manana Storage Area Bishop Point Moanalua areas I & II Naval Station Magnetic Silencing facilities at Waipio and Beckoning Points Makalapa and Makalapa Crater areas Ohana Nui Kuahua Island waterfront Pearl Harbor submerged land and Waipio tip submerged land 2.
