    3. What’s in Black and White? Abosutely Nothing !

    4. The Renewal is under construction West Virginia is still looking at current trends, staying in contact with CMS on expectations, reviewing stakeholder comments and prepping for the blueprints.

    5. Discussion Topics Traditional based supports will be continued Formal implementation of the concept of “Agency with Choice” Address the staff misclassification issue by eliminating contracted Hab support positions Self Direction will be an option, but not for all support functions Development of a single habilitative support service resulting in simplified billing codes Attempt simplification/standardization of documentation and possibly increase billing unit of Hab support to a 60 minute unit

More Discussion Topics Development of a specialized, credentialed Positive Behavior Support provider (unrelated to skill development) Recognize complications of Self-direction and ISS’s Increase and requiring “actual” choice within the MR/DD Waiver program CMS has clarified there cannot be “required” services (e.g., day habilitation required, residential habilitation required for respite) Health and safety components remain for CMS approval of the Waiver application

    7. Even More Discussion Topics Increase Facility based hab support ratio to maximum of 1:6 Establishing caps/Service Limits Investigating non-traditional staffing alternatives Promoting an even truer Person-Centered Planning aspect to the IPP process

And Additional Discussion Topics Streamlining of the Recertification process Simplify and better clarify the actual Manual Inquiry of filling allocated slots as they become empty during the Fiscal Year How to improve IPP interactive necessity by all team members – to be more involved with the needs of the person, not the agency(ies) Improved provider listings by county and actual services provided in listed counties

    9. Rumors abound…. A combined TC/SC position: May be a possible option due to “limited” active habilitation possibilities – undetermined at this time Independent SC: Would help to ensure a special “Independent Plus” recognition of our Program, but an infrastructure does not currently exist for statewide operations

    10. Rumors Continue Required to submit IPP online through APS IMS participation requirements All staff required to pass a cooking class – are you all awake now………………..

Recognized Issues Timely recertifications to become a ZERO tolerance item CPR and FA training will result in loss of reimbursement until training is verified by the Waiver Office Required acceptance of “choice” by person of staff and/or agencies – ALL or nothing choice is an outdated attitude Service Coordination and its evolving responsibilities

Additional Issues Stakeholder continued participation – please feel free to sumbit recommendations and concerns through the Waiver Office by email at Tiffany.L.Angel@wv.gov The ASO process will continue within the Waiver processes Desire of the Department to improve and simplify this Waiver program

    13. ! Recertification Standard ! Beginning November 1, 2009, a late recertification packet will result in the suspension of all Service Coordination authorizations from the packet’s due date and will extend through such time a complete packet is received by the Waiver Office *Since* A list of recertifications was available at the last provider meeting and there are still outstanding recertification packets
