  2. To use the Rapid ID System • Operators must be CJIS Certified • Each operator must login to Windows using a unique username and password • Software must be properly installed and the fingerprint capture device must be properly registered

  3. Fingerprints are the most commonly used biometric. Florida Criminal History records are fingerprintbased. Criminal history information is housed in two systems – the Computerized Criminal History System (CCH) and the Automated Fingerprint Identification System (AFIS). Both systems are aging and will not meet the futureneeds of Florida’s Criminal Justice Community

The Rapid ID System allows Florida to comply with the following specific requirements of the Jessica Lunsford Act: • Biometric Identification of Sex Offenders and Predators at the Time of ReRegistration • Biometric Identification of Supervised Offenders reporting for Supervision • Creation and Management of Arrest Notifications for Supervised Offenders

  5. Sheriffs’ Offices will use the Rapid ID Pilot in conjunction with the Sex Offender ReRegistration Web Application (SORWA) to verify the identity of offenders as they report for required biannual reregistration.

  6. Department of Corrections Probation Staff will use the Rapid ID Pilot to verify the identity of supervised offenders: • During the initial intake process • When the offender reports and his/her supervising officer is not available • When offenders transfer from one office to another within the State

  7. What Is FALCON? FALCON is Florida’s Integrated Criminal History System (ICHS). It will integrate the two separate systems (CCH and AFIS) into one system and will become the database of record. FALCON will be delivered in ‘builds’ as the system is built and functionality becomes available for use.

  8. What is Rapid ID Pilot? • An electronic means for identifying an individual based on a one or two-finger fingerprint transaction. • Scanned prints are uploaded and processed - within minutes, the system returns a response which may include positive identification. • The Rapid ID Pilot fulfills the legislative requirements imposed by the Jessica Lunsford Act which are not already fulfilled by existing systems.

Data Sources - AFIS Automated Fingerprint Identification System • Computerized system which reads, classifies, matches, and stores fingerprints. • Accepts Livescan and Scanned Paper Fingerprint Cards • Digitized Fingerprint Images and Basic Demographic Information about the Offender • Applicant Prints as Florida Statute Requires

  11. Data Sources – FCICII/NCIC • FCICII/NCIC Response returned whenever Rapid ID makes an Ident • Criminal History Rap Sheet • Wants and Warrants Check • Status Files

CJIS Policy and Procedure • CJIS Data – for use by authorized criminal justice personnel for authorized criminal justice purposes • Operators must be background checked and CJIS Certified • Operators must carefully review information and follow dissemination and hit confirmation policies • System security • Usernames and Passwords • Physical Security

  13. Rapid ID Equipment • Operators are Identified in each transaction by unique User Code • Devices are Identified in each transaction by ORI, Mnemonic, Email Address, and FALCON Identifier.

  14. Transaction Types • Search Transaction • Requires “Reason for Identification” • Two Fingerprint Images • Match Transaction • Requires “Reason for Identification” • State Identification Number (SID) • One Fingerprint Image

  19. Start the Submission Software (Icon looks like two linked computers) then click on “Hide”. Program will continue to run in the background.

  20. Start the LSMS Software – this is the transaction software

Fingerprint Image Quality • Environment – Keep device away from moisture and heavy amounts of dirt or dust • Device – Dirt, dust, foreign particles, natural oils or residues should be cleaned before each use • Operator – Position offender’s fingers correctly - not too high or too low. Apply the correct amount of pressure to produce a print that is neither too light (not enough pressure) or too dark (too much pressure).

  23. Fingerprint Image Quality The following offender related conditions can affect image quality: • Wet or Sweaty Fingers • Dry Fingers • Lack of Sufficient Fingerprint Detail

  25. Performing a Search Transaction

  26. To begin a Search Transaction, click on “New” on the main toolbar. Select the transaction and click “OK”.

  27. Boxes are Grayed Out - National Check will not be returned in the Pilot Boxes are Grayed Out – may be used in future builds Tabs

  28. Place fingers on platen to capture prints. Click “Accept” to continue.

  29. Once a good set of prints are captured click on the “Lock” button then the “Transmit” button to submit for processing.

  30. To determine what error needs to be corrected, examine the error messages at the bottom of the LSMS screen.

  31. Performing a Match Transaction

  32. To begin a Match Transaction, click on “New” on the main toolbar. Select the transaction and click “OK”.

  33. Enter Offender’s State Identification Number (SID) into this field

  34. Select Finger 1, then select “Capture” Match will use only one finger Match will use only one finger

  35. Select the finger to scan and place on pad to capture

  36. Captured fingerprint and quality score is displayed Click on Accept if satisfied with prints captured.

  37. Once a good set of prints are captured click on the “Lock” button then the “Transmit” button to submit for processing.

  38. Viewing Responses

  39. Click on Submissions button to Open the Submissions/Responses window Make sure to double-click on the Response to open it

  40. If the numbers shown here are greater than “1” click on the number to see all values

  42. There are four possible responses to a Search Transaction: • Hit (Ident) • No Hit (Non-ident) • Ambiguous • Error
