    3. 3 Concerns & Issues Improvements have been made; however following issues still remain Spectrum Supportability Leadership Awareness & Enforcement Spectrum Management Tools Spectrum Training Career Field

    4. 4 Spectrum Supportability (SS) End Goal: To enable the equipment provided to the Warfighter to successfully operate in its intended electromagnetic environment SS generally involves three general areas: Equipment Certification – Initial coordination with COCOMs & Host Nations (spectrum owners/regulators) to receive guidance and/or general approval for equipment being developed Electromagnetic Environment Effects (E3) Control – Engineering applied throughout development to ensure that once the equipment is fielded/deployed, it can operate successfully within its electromagnetic and operational environments Frequency Assignment – An actual assignment with specific operating parameters (power, bandwidth, antenna ht & gain, location, etc.) that allows the equipment to operate. (Generally, the “expectation” of receiving a frequency assignment is inherent in favorable host nation comments on certification)

    5. 5 SS Issues Equipment Without Supportability coming into AORs Advance Concept Technology Demonstrations (ACTDs)/ Unmanned Aerial Systems (UASs) a particular problem Current spectrum supportability process is not structured to deal with Rapid Acquisition Insufficient Oversight & Enforcement from AT&L and MILDEP Acquisition Organizations Acquisition Not Seeking Early Coordination To Obtain Initial HN & COCOM Guidance (Review & Comment)

    6. 6 SS – Status Accomplishments Improved Awareness of “Spectrum” in Acquisition Process – some PMs are coordinating with COCOMs early in process DODI 3222.aa in progress – additional guidance concerning E3 Program Working Group at DOD Summit addressed near term (immediate) issues that can be resolved within DOD & identified far-term issues to pursue CENTCOM has initiated an ad hoc process to identify technical requirements of Spectrum-Dependent equipment prior to deployment Recommendations More Oversight & Enforcement Needed During IPTs and Milestone Reviews DODD 4650.1 MUST Remain as a Directive Need Spectrum Guidance in DOD 5000-Series Publications with Enforcement Must improve the mechanism to provide initial planning information to the Developers and Acquisition Community Investigate ad-hoc process currently used by CENTCOM among all Service spectrum management offices Revamp the SS Process

    7. 7 Current “tool suite” – Spectrum XXI – not a POR and funded by Joint Spectrum Center Spectrum Certification System - used for SS – extremely limited; no real mechanism to record, track, reference HN comments Host Nation Spectrum World-wide Database (HNSWD) – only a stopgap development for SS information Most Current Tools developed and funded by Services Can only exchange data in SFAF Not fully interoperable SM Tools - Issues

    8. 8 Accomplishments Coalition Joint Spectrum Management Planning Tool (CJSMPT) JCTD – will be used as first increment for GEMSIS GEMSIS – to be declared a POR Recommendations CJSMPT – continue to support and fund Fully Support GEMSIS Full Community Engagement in Developing Requirements and AoA Process Fund SM Tools – which benefit all DOD – from across DOD SM Tools – Status

    9. 9 Spectrum Training - Issues Need more JTF / Spectrum-qualified personnel Unit funded, not Service funded so low attendance Limited personnel qualified for deployment; therefore some non-SM personnel identified for duty or same personnel redeploying No requirement to train officers/civilians for key spectrum billets; personnel w/o training or previous experience often slated to fill key positions in COCOM or Regional Offices

    10. 10 Spectrum Training - Status Accomplishments Keesler Facility back to fully operational New information being added to basic (Army BSM and Interservice ESMC) and advanced (JTF) courses Updated MOA for Interservice Advisory Committee (IAC) Increased control over curriculum Added JS & JSC as full members Subsequently Navy established Course Identification Number – allows students to attend JTF SM course Recommendations Fund JTF Course at “above-the-unit” level Obtain training for Officers & Civilians – especially if slated for key billets in COCOM or Regional (e,g., NATO) offices Track status of personnel w JTF spectrum management training –assign to appropriate billets when possible

    11. 11 Career Field - Issues Lack of a career field/career management for some Services Army: Tracks trained Enlisted SM personnel as special skill identifier – no distinction between training at Fort Gordon and Keesler Navy: Currently has no primary enlisted career field Air Force: Enlisted career path already established Marines: Enlisted SM personnel tracked as secondary MOS; WO Positions few in number and only at HQs No Service systematically trains civilians or officers in SM

    12. 12 Career Field – Status Accomplishments Army: Decision on primary enlisted career field designation pending; appears immanent Navy: in progress of establishing a primary enlisted career path and investigating establishing officer positions Marines: Established WO Positions as primary MOS Recommendations Establish & maintain career fields in all four Services Develop career paths / career development for Officers and Civilians – especially to fill key HQs, COCOM, and NATO billets

    16. 16 SS – Status Accomplishments - Working Group at DOD Summit Near term (immediate) issues that can be resolved within DOD Papers to be coordinated on behalf of DOD versus Service (eliminates future re-coordination requirements) Improved Designation of areas / HNs for which comments are needed EUCOM & PACOM Papers in PDF format that can be copied to required forms Increased Latitude to COCOMs to tailor requests / negotiate supportability requirements to avoid hard denial Implementation of positive acknowledgement by Services / PMs or HN limitations and guidance Issues that DOD Can Unilaterally Change (Far-Term) Documentation Used (i.e., DD Form 1494) Data Repository and Standard Improved Guidance in DOD 4650-series (e.g., new DODI 4650.aa) Guidance to Acquisition Community (SM guidance in DOD 5000-series

    18. 18 Dealing with Rapid Acquisition Current SS process is not structured to deal with Rapid Acquisition COCOMs have no visibility or information on systems being deployed into theater Official documentation process typically not followed Inability to assess potential spectrum conflicts Formalize ad-hoc process currently used by CENTCOM among all Service spectrum management offices CENTCOM requests certain data ASAP to perform assessment as early as conceptual stage (Stage 1) Allows early identification of compatibility/potential Electromagnetic Interference (EMI) issues Assists to identify alternative operating bands without undue delays Requests cooperation and participation of ALL services; widest dissemination to program offices; cooperation and support from industry; reinforce Spectrum Supportability Process Post host nation technical info on the CENTCOM website; link on Spectrum website
