September 2004 Strategic Plan Direction • Serve as a catalyst and collaborate with public and private entities toward environmentally responsible water supply solutions; • Prepare EIR on near-term aquifer storage and recovery (ASR) project; • Clarify ASR project and relationship with California American Water (Cal-Am).

  3. MPWMD ASR Project • Multi-year effort since 1996 to evaluate ASR feasibility. • Successful pilot and full-scale test wells; contributed to emergency Cal-Am supply. • Series of temporary water rights permits to date; need EIR to enable SWRCB long-term water rights permit to carry out ASR program. • ASR geared toward efficient use of current resources; help reduce impacts on Carmel River and Seaside Basin; not a “new” water supply.

  4. Aquifer Storage and Recovery Test Site Testwell constructed by MPWMD in 2001 Well is completed in Santa Margarita sandstone aquifer at 720 feet depth Well is capable of injecting at 1,000 gallons per minute or 4.4 acre-feet per day

  5. Phase 1 ASR Facilities

EIR on ASR Project • Retained consultants in October 2004; • Defined ASR project purpose and description; clarified water rights request; determined project and program level of analysis in EIR (three phases); • Mailed Notice of Preparation (NOP) of EIR on December 13, 2004; • Held scoping sessions January 12, 2005; • Set January 18, 2005 deadline for written comments;

  7. ASR EIR continued • Prepared Scoping Report on NOP comments; received by Board on February 24, 2005. Board will discuss potential scope changes under Item 16 of this agenda. • Held February 25, 2005 meeting with U.S. Army, FORA, Seaside, Del Rey Oaks and Cal-Am regarding infrastructure coordination and NEPA compliance. • Continued coordination with permitting agencies and Cal-Am.

  8. Issues Raised in Scoping • U.S. Army permits/NEPA compliance; • Coordinate with FORA and others re: General Jim Moore Blvd. activities; • Coordinate with Cal-Am Coastal Water Project; amend project description; • Expand purpose to water augmentation; • Expand alternatives analysis; • Perform detailed technical studies in EIR for future permits.

  9. ASR Testing -- 2005 • Received SWRCB temporary permit for 2005 ASR test season; SWRCB poised to issue notice for long-term Petition for Change; • Injecting 4.4 AF/day since January 4; about 320 AF injected to date.

  10. Other ASR Activities • Continued working with Cal-Am, U.S. Army, CDFG and USFWS on facilities to enhance use of existing MPWMD test well, including temporary pipeline and valve system. in 2005; • Working with Cal-Am re: develop cooperative agreement on near-term and long-term ASR (e.g., facility ownership and operation, water rights, cost-sharing).
