  1. The ASEAN Partnership Group (APG): civil society participation in action • Panel presentation representing APG members: • Oxfam GB, Save the Children-UK, Plan International, World Vision, Child Fund, HelpAge, International, Mercy Malaysia ASEAN Defense Establishments and CSO Cooperation on Non-Traditional Security (Disaster Management). The AADMER • ASEAN Agreement on Disaster Management and Emergency Response (AADMER). • Initiated in 2004 and signed by ASEAN Foreign Ministers in July 2005. • Entered into force on 24 Dec 2009. • Has been operationalised into a Work Programme for 2010-2015 and adopted by the ASEAN Committee for Disaster Management (ACDM) as a rolling plan in March 2010.

  3. AADMER is the first HFA-related regional binding instrument in the world.

Relevant AADMER Provisions • “RECALLING…the Hyogo Declaration and the Hyogo Framework for Action set out by the World Conference on Disaster Reduction in January 2005, which, among others, stress the need to strengthen and when necessary develop co-ordinated regional approaches, and create or upgrade regional policies, operational mechanisms, plans and communication systems to prepare for and ensure rapid and effective disaster response in situations that exceed national coping capacities;” (AADMER Preamble) • “6. ’Disaster risk reduction’ means a conceptual framework of elements considered with the possibilities to minimise vulnerabilities and disaster risks throughout a society, to avoid through prevention or to limit through mitigation and preparedness the adverse impacts of hazards, within the broad context of sustainable development.” (PART I. GENERAL PROVISIONS, Article 1, AADMER). • Article 1 promotes a people-centered ASEAN in which all sectors of society are encouraged to participate in and benefit from, the process of ASEAN integration and community building.

APG broader engagements • Direct participation in ASEAN’s disaster-related programmes, including all meetings of the ACDM (ASEAN Committee on Disaster Management) • Provide technical support in drafting of the AADMER Work Programme* • Enable a APG governance and advisory group at regional level • Direct deployment of two dedicated advisors to support: a) training and knowledge management. and b) networking and resource mobilization for AADMER • Scoping and facilitation on further resource mobilization for continued support to AADMER work programme

Prevention and Mitigation Preparedness and Response Recovery Risk Assessment, Early Warning &Monitoring Institutionalisation of AADMER Partnership Strategies Resource Mobilisation Outreach & Mainstreaming Training and Knowledge Management Information Management and Communication Technology Implementation, Monitoring & Evaluation *AADMERWork Programme 2010-2015 Strategic Compo-nents Building Blocks

What did we gain? • Acceptance of civil society in ASEAN’s formal processes. • Stronger cDRR in the AADMER Work Programme • Bringing along big potentials for more dynamic and coordinated civil society participation in AADMER implementation. • Continuation of support to AADMER work programme through support of DIPECHO (and possibly CIDA again).

Leading towards a “People-Oriented” AADMER • AADMER-related capacity-building for civil society at the country level. • Multi-stakeholder partnership-building in AADMER implementation at the country and regional level. • Implementation of AADMER-WP plans through building blocks: Training, Knowledge Management and Partnership and Resource Mobilization.
