First to develop a comprehensive phytosanitary verification standard for inbound solid wood packaging materials.

Regulation specifics were adopted from the 2001 draft version of the International Wood Packaging Standard.

International Standard IPPC ISPM 15:

Adopted by members of the World Trade Organization (WTO) in March of 2003.

ALL solid wood packaging material required to be heat treated (HT) or fumigated (MB).

Each individual country to set implementation and enforcement dates.

Composite materials exempt.

Now 25 countries.

ISPM 15 implemented on January 1, 2005 with enforcement March 1, 2005.

ISPM 15 implemented on January 1, 2006.

USDA APHIS Form 553 no longer available for shipments.

Australia:

ISPM 15 standard implemented on September 1, 2004.

New standard will exist in parallel to current Australian standard at this time, giving importers both options.

Additional requirement to ISPM 15 is materials must be “free of bark”.

India:

Accept/Require ISPM 15 stamped wood packaging materials effective June 1, 2004.

APHIS will not be issuing phytosanitary certificates for shipments.

Wood Packaging Mfgrs & Assemblers:

- Must purchase HT-stamped and certified lumber and/or components for use in wood packaging.

- Purchase records, inventory and usage reports, and shipment invoices checked and monitored.

- Stamp legibility critical & checked on inventory.

Heat Treaters of Wood Packaging:

- Heat Treatment chambers are certified initially to ensure compliance with the 56 degrees C for 30 minutes at the lumber core requirements.

- Treatment time/temperature records checks for each cycle thereafter, with inventory and shipment reports.

- Minimum of 12 inspections/year to ensure compliance with regulations.

- refused entry & returned,

- destroyed,

- treated at the port

What documentation will be required to accompany the shipment?

-USDA APHIS no longer issues phytosanitary certificates for any country destination. For some countries such as Australia, a “self” declaration by the exporter is necessary in a specific format as outlined in their regulations.
