  3. CD-2 Checklist • Establish Performance Baseline -Baseline development plan in place. Developing a schedule that is consistent with expected funding profile. • Baseline External Independent Review & OECM Validation • EIR will be conducted in conjunction with the SC review. • Establish Compliant Earned Value Management System -Scoping review of BNL system in June and assessment in August. • Value Engineering (as applicable) -CF scope addressed by A/E. AS scope addressed by workshops and internal reviews. • Incorporate High Performance Sustainable Building Provisions in Design -  • Determine Quality Assurance Program is Acceptable -  • Update Project Execution Plan, Hazard Analysis, and Security Vulnerability Assessment Report - 

Completion Milestones • Critical Decision 4a, Approve Beneficial Occupancy of the Experimental Floor • Approval of CD-4a authorizes the beneficial occupancy of the experimental floor for the purposes of installing and commissioning beamlines and equipment, and starting initial operation of the NSLS-II storage ring following its commissioning. CD-4a is approved by the PSO. • Critical Decision 4b, Approve Start of Operations • Project completion (CD-4b) will be accomplished when the commissioning goals, which will be developed to support approval of CD-2, have been achieved. Prior to operations, a period of commissioning and performance testing for NSLS-II will be completed as technical systems and facilities are installed. When all capital facilities necessary to achieve the Project Completion Performance Parameters listed in Table 4.4.1 have been installed and certified to operate properly and safely, the project and DOE managers will recommend facility acceptance. CD-4b is approved by the SAE.

Summary/Issues • Aggressive Schedule for Establishing the NSLS-II PMB • Preliminary design timeline shortened due to FY2007 CR and timeline for FY2009 construction budget submission • PMB will be defined at less than 5% complete • NSLS-II Team will prepare a solid PMB for the CD-2/EIR reviews • Relatively stable technical baseline at an early stage • Experienced team in place • Robust contingency and schedule float • Issues • Additional changes and value engineering following establishment of the PMB and the CD-2 review • Construction activities must start in FY2009 as currently planned
