  2. Aims of the session • To give a brief overview of where the Children Centre programme is now nationally • To examine the present challenges of implementing the programme in Lambeth • To highlight the messages for Phase 3

National Headlines • Recognition of the role Children’s Centres play in impacting and improving outcomes for children • Ensure services are meeting the needs of children and their families in their local area • Data to inform national and local progress –JAR, APA, Children and Young People’s Plan • Local Authority monitoring of progress against outcome targets

  4. National Headlines • Integrated ECM and the Core Offer of integrated care and education, health and employment support • Value for money- impact and evidence • Political and Senior Officer interest in outcomes and progress

  6. A Programme of 3 phases • Phase 1: 2004-06 mainly based on SSLP’s, NNI, EECs, and MNS • 20% most disadvantaged wards • Self-identified reach • Building on • Existing capital investment

  7. Phase 2 • Phase2: 2006-08 emphasis on schools and existing infra structure • 30 disadvantaged SOAs • Estimated reach of around 800 • National Target of 2500 Children’s Centres by March’08 • Capital Intensive

  8. Phase 3 • Phase 3: 2008-10 “A Children's Centre for every Community", a move • Towards “progressive universalism" reaching all children • National target of 3500 Centres/some capital
