Mail for 226 years • Fundamental national infrastructure • Nearly 700 million pieces delivered each day • Annual Revenue of approximately $70 billion • Delivery to 145 million business and residential addresses • The largest non-military vehicle fleet in the world • Revenue from mail-related commerce generates approximately 8% of the nation’s gross national product

U.S. Postal Inspection Service • Oldest Federal Law Enforcement Agency in U.S. • Over 4300 men and women of the Inspection Service are committed to the Safety, Security and Integrity of the U.S. Mail • Protection of 800,000 employees, 38,000 postal facilities and 200 billion pieces of mail each year • During Fiscal Year 2001 Postal Inspectors arrested 11,934 criminal suspects for criminal violations.

MAIL SECURITY TASK FORCE Goals • Enhance safety and security of employees and the workplace environment. • Improve mailroom security of postal customers. • Develop prevention measures. • Develop detection measures. • Improve contingency planning to address current and future threats. • Ensure ongoing accurate and consistent messaging for employees and customers. • Improve and maintain customer confidence in the mail service.

MAIL SCREENING WORKING GROUP Mission To create a safe work environment for our employees, to make the mail safe for the American public to gain back their confidence to use the mail, and provide improved investigative tools for law enforcement officials to aid in capturing those involves in using the mail for terrorism.

  18. MAIL PREPARATION WORKING GROUP Mission Statement To develop and implement enhancements to mail preparation that will make business and government mail more secure and that will build consumer confidence.

MAIL PREPARATION WORKING GROUP Concerns Expressed by Mailers • Impacts of irradiation • Delay in processing and delivery • Damage to contents • Increase in USPS processing costs • Negative impact on the perception of mail and the mailing industry • Pursuit of biohazard detection technology • Cleansing of mail transport equipment • Messaging about the safety of business mail

MAIL PREPARATION WORKING GROUP Next Steps • Fine tune the “identified mailer” initiative • Continue to disseminate information about USPS and industry security initiatives to business mailers • Manage “hand-off” of Intelligent Mail Workgroup initiatives • Work with the Inspection Service to explore effort to review mail security with Business Mailers

  22. SURFACE TRANSPORTATION SECURITY WORKING GROUP MISSION Identify and implement policies and/or methods for vehicular authorization and entry onto restricted postal property. Thereby enhancing the safety of postal personnel and facilities.
