IR 21 Section A • JAR 21 numbering system followed as closely as possible. • JAR 21 refers to ‘Authority’, IR 21 uses:- • ‘Competent Authority’ (NAA or Agency). • ‘competent authorities of the Member States’ (NAA). • ‘Agency’ (EASA). • EPA included as ‘part marking’ in Subparts D, E, M and Q. IR 21 THE DRAFT PROPOSAL

IR 21 Section A • Subpart A (General) • ‘Demonstration of capability’ concept. • Continued Airworthiness Information. • Includes [IR 39] Airworthiness Directives. • Subpart B (Type Certificates) • Similar to JAR 21 with additions. • Subpart J or ‘alternative procedures’. • Identifies airworthiness codes/special conditions. • Environmental protection requirements [IR 34/36] included within type certification process. • Reference to Chicago Convention Annex 16. • Introduces restricted type certificate. IR 21 Section A • Subpart F (Production Authorisation) • Expected to be NAA activity. • Production inspection system required. • NAA validates certification documentation. • Subpart G (POA) • ‘Foreign’ applications allowed via Agency. • Quality system required. • Privileges:- • EASA Form 52 for aircraft. • EASA Form One for everything else. • Maintain new aircraft. • EASA Form One used for emissions certification relating to new engines. IR 21 Section B • Subpart A advises EASA and NAA work to EASA procedures when directly working for EASA. • Will be used for NAA standardisation. • Resolution of disputes procedure. • Subpart F based upon JAR 21 Subpart F and G JIPs. • Subpart G based upon JAR JPOAPs and Guidelines material. • Subparts F and G consistency of levels of findings. IR 21 Section B • Subpart H contains material for issuance of airworthiness certificates by Member State of Registry. • Subpart I deals with Noise Certificates issuance and was prepared with support of IR 34/36 CG. • No other Subparts planned as all other activities are classed as Agency activities.
