How Responsibility? to implement Extended Producer Introduction to Extended Producer Responsibilities The Extended Producers Responsibility (EPR) for the Plastic Waste Management (PWM) by the PIBOs or PWPs is implemented through the descriptive action plan, according to the Plastic Waste Management Rules, 2016, which were created by the Ministry of Environment, Forest and Climate Change (MoEFCC). Since plastic wastes are a component of solid waste, the Solid Waste Management Rules, 2016 are also taken into account when implementing and managing plastic waste in the nation. Compliance with waste management regulations 1. The plastic waste management rules from 2016 mandate the generation of plastic waste as well as the necessary actions to minimize plastic waste generation, including preventing plastic waste from being littered and ensuring the segregated storage of waste at the source of generation and handover of the same in accordance with the waste management rules.

Through the efficient administration of the laws, the duties of the regional organizations, gram panchayats, waste producers, retail, and street vendors for the management of plastic waste. 3. The Producer's, Importer's, and Responsibility is made applicable for both pre-and post-consumer plastic waste Packaging through the waste management rules. 4. The framework for Extended Producer Responsibility, which is implemented through the guidelines, outlines the roles and responsibilities of the producers, importers, brand owners, Central Pollution Control Board, State Pollution Control Board, or Pollution Control Committees, recyclers, and waste processors for the successful implementation of Extended Producer Responsibility. 5. According to waste management regulations, extended producer responsibility refers to the producer's duty to manage the product in an environmentally sound manner up until the end of its useful life. 6. According to the waste management rule, "Plastic waste Processors" refers to recyclers and organizations engaged in turning plastic waste into oil, waste into energy, and industrial composting. 7. Waste management refers to the environmentally responsible collection, storage, transportation, reduction, reuse, recovery, recycling, composting, or disposal of plastic waste. Brand Owner's Extended Producer's Entities responsible for carrying out the Extended Producers Responsibility The Extended Producers Responsibility applies to the following entities: 1. Producer of plastic packaging 2. Importer of all imported plastic packaging and imported plastic products in plastic packaging. 3. Brand owner, including online platforms and marketplaces, supermarkets, and retail chains, excluding micro and small enterprises as defined by the Government of India's Ministry of Micro, Small, and Medium Enterprises. 4. Plastic Waste Processors Categories of plastic products that fall under the Extended Producers Responsibility 1. The first Category covers the Rigid Plastic packaging 2. The second category includes flexible plastic packaging with one or more layers of plastic, plastic sheet covers, carry bags, and plastic pouches.

  3. 3. The third category includes multilayer plastic packaging, which must have at least one layer of plastic and one layer of another material. 4. The fourth category includes the plastic sheet or like that is used for the packaging and carry bags being made compostable for the plastics. Registration of the EPR entities 1. In order to implement EPR, organizations that participate in recycling, waste to energy, waste to oil, and industrial composting must register on the CPCB website. These organizations include producers, importers, brand owners, and processors of plastic waste. 2. No entity may operationalize their business without authorization through the CPCB's portal, which must be granted by the State Pollution Control Board or the Pollution Control Committee. This registration must be done through the Centralised Extended Producers Responsibility portal of the Central Pollution Control Board (CPCB). 3. The registration of registered entities will be revoked for a period of one year if they provide false information at the portal, attempt to hide that information, or deviate from the requirements set forth for obtaining registration under the EPR guidelines. 4. Entities that fall under more than one of the categories for producers, importers, brand owners, and processors of plastic waste must register separately for each category. Even if an entity operates in multiple states, each of those states must be registered separately, and an entity with more than one unit in a single state only needs to register once. Producers', importers', and brand-owners roles 1. The Central Pollution Control Board portal requires that all producers, importers, and brand owners register there in order to receive a Certificate of Registration. 2. Along with the registration or renewal of the registration in accordance with the Plastic Waste Management Rules, 2016, they must also provide the Action Plan, which includes the duration of registration Responsibility Target. for the Extended Producer

  4. 3. The brand owner is required to deliver the plastic packaging that was purchased separately from the manufacturers and the importer. The Brand Owner is responsible for keeping track of all purchases, including those broken down by category. 4. The quantity of plastic packaging material made available to the brand owner must be recorded by the producer and importer. The Producer and Importers are required to keep the sales record. 5. In order to fulfill the EPR obligations, a separate waste stream must be created for the collection of waste plastic packaging, and a scheme such as a deposit refund system, buyback, or another model must be used for the same purpose to prevent the mixing of plastic packaging with solids. 6. The yearly return on the plastic packaging waste that was gathered and processed in order to fulfill the EPR requirement before June 30th of the following financial year. It is required to use recycled and reused materials in packaging. Documents required Extended Producer Responsibility (EPR) Implementation The following are the steps to be followed for the EPR implementation target, that is: 1. The category-wise EPR target is generated based on the information saved through the application. The EPR Target depends on Rigid Plastic, Flexible Plastics, and MLP, Composite plastics. 2. Use of raw materials in the storage area e. The process of production f. Product dispatch area g. Machinery plant details h. Power of the plant along with the electricity bill i. Disaster management plan j. PDF of the Cover letter k. Scanned signature l. Other information as per the specifications
