  4. EXPERIMENTAL RULE • 16 Minute halves (VARSITY ONLY) • Non conference games, both schools must agree • Conference Adoption for conference games • Participation in one half equals two quarters

  5. 2009-10 IGHSAU ADAPTATIONS • Home uniforms shall be white in color and shall have even numbers. • Away Uniforms Shall be a color other than white and shall have odd numbers. • The above information applies to VARSITY LEVEL COMPETITION ONLY.

  6. 2009-10 IGHSAUADAPTATIONS • Besides the numbers allowed by NF rules, the numbers 01, 02, 03, 04 and 05 will be legal until 2012-13 basketball season. • Anyone purchasing new uniforms between now and the 2012-13 season should conform to the NF legal numbers. • Understanding home uniforms will be white with even numbers and visiting uniforms will be dark with odd numbers.

  7. PRACTICE & CONTEST DATES • Girls High school basketball practice may start Monday, November 9th. • First playing date is Friday, November 20th. • Head coaches are required to attend a rules meeting. • Coaches- Varsity officials recommendations must be submitted on-line at the conclusion of the season.

  8. PARTICIPATION LIMITSIGHSAU • 21 GAMES • 1-2 QUARTERS = NO GAME • 3-6 QUARTERS = 1 GAME • 7-8 QUARTERS = 2 GAMES • SCRIMMAGES—3 PER TEAM • JUNIOR HIGH LIMITS • JUNIOR HIGH---12 GAMES • INDIVIDUAL PLAYER 6 QTR. PER DAY • PLAY 2 GAMES ON A NON-SCHOOL DAY WITH IGHSAU PERMISSION

  9. TEST INFORMATION • Girls’ test may be taken on-line starting October 19th. BUT ONLY ONCE PER DAY. • When passed, TOURNAMENT AVAILABILITY FORM will then be provided electronically • Correct answers will be posted on December 4th

  10. OFFICIALS • To Renew Your License: • View/attend a rules meeting at least every other year • Register On-Line • Dues Paid

  11. OFFICIALS • To Be Tournament Eligible: • Attend/view rules meeting every year • Pass on-line exam • Fill out regular season schedule/tournament availability on-line • Register on-line • Pay dues

  12. REGISTRATION • Officials working girls’ basketball only need to register with the IGHSAU • Officials working boys’ basketball only need to register with the IHSAA • Officials working both girls’ and boys’ basketball need to register with the IGHSAU & IHSAA.

  13. HAIR DEVICESIGHSAU HAIR DEVICES Hair Devices: • Must be soft, no adornment. • Bobby pins 2 inches or less are allowed • Headbands may be nor more than 2 inches wide • NO COLOR RESTRICTIONS • PLAYERS DO NOT HAVE TO MATCH

  14. IGHSAU • No tape can be used to cover ear rings • No plug allowed in the nose or string to keep piercing open while pierced device is out during competition.

Required Reporting of Stats Based on the recommendation from the Executive Secretaries of the Iowa Football Coaches Association, Iowa Basketball Coaches Association, and the Iowa Baseball Coaches Association, head coaches in these three sports are now mandated to provide statistic reports, with failure to do so resulting in penalty.

  16. Required Reporting of Stats cont. The IGHSAU adopted the following policy effective with the 2009-10 school year. Basketball: • 1st entry due by January 4th. (Approximately 11 games) • Final entry due by February 1st. (Entire game schedule)

IHSAA/IGHSAU Compression Sleeves • Compression sleeves (exception, cloth wrist bands) worn on the fingers, hands forearms or above the elbow to the shoulder, MUST BE WORN FOR MEDICAL REASONS and must be accompanied by a written statement. Statement must state required sleeve and prescribed medical person’s signature.

  18. IHSAA/IGHSAU Compression Sleeves cont. • AUTHORIZED SIGNATURE BY: Medical Doctor, Advanced Reg. Nurse, Doctor of Osteopathic, Doctor of Chiropractic Medicine or Physician’s Assistant. • If knee or ankle braces have exposed hinges (plastic or metal), they must be covered.

IHSAA HANDBOOKINFORMATION • FIRST PLAYING DATE NOVEMBER 30TH • FIRST PRACTICE DATE NOVEMBER 16TH • 21 GAME SCHEDULE • INDIVIDUAL MAY PLAY IN 6 QTRS IN A DAY, 3 QUARTERS OR MORE IN ONE DAY CONSTITUTES A GAME. (Grades 9-12) • VIDEOTAPING OR FILMING IS PERMISSIBLE IN SCOUTING YOUR OPPONENT—YOUR OPPONENT SHALL BE NOTIFIED. SPACE FOR FILMING OR SCOUTING IS NOT REQUIRED OF THE HOST SCHOOL. HAND HELD CAMERAS ARE RECOMMENDED.

IHSAA Scrimmages • 3 school scrimmages per season, NOT 3 per level. • No public announcement, no admission and no score kept. • No school may travel one way more than 100 miles to scrimmage. • No school time may be used to travel. • Up to 4 schools may be involved in the scrimmage • Scrimmages must take place in one of the participating schools regular practice facility.

  22. PRE-GAME CONFERENCE • Head coach of the level of competition being played is required to participate at the pre-game conference. Officials, if the head coach refuses to attend you are to notify the IHSAA/IGHSAU office of any non compliance.

  23. PRE-GAME CONFERENCE • Any unusual court markings (restraining line and/or gymnasium configurations • Points of emphasis: Illegal screens, post play, hand checking, three seconds, traveling & principles of verticality. • Head coach: Any communication will be done between you and the officials. Assistant coaches are not to communicate with officials once the game begins, unless the head coach is ejected or replaced. Then only the assigned head coach has this opportunity.

  24. IHSAA & IGHSAU 2009/10 BENCH DECORUM RULE A coach will be allowed to stand and confer with a player(s) whenever the clock is NOT running. Communication with the player(s) only shall be done in a positive manner and shall take place directlyin front of where the coach was seated.

  25. Bench Decorum Rule Cont. • When the clock starts following a throw-in or last missed free throw, the coach shall immediately return to his/her seat. The officials will not delay a throw-in administration to permit a coach additional dead clock time to visit with player(s).

  26. Bench Decorum Rule Cont. • Coaches and officials must understand communication is to be kept to a minimum. Coaches are not to be up when the clock is not running to visit with officials. Coach, the opportunity for you to stand up and coach when the clock is not running is an opportunity to “COACH”. Please do not misuse this privilege by using this opportunity to communicate with officials.

  27. Bench Decorum Rule Cont. • This rule will allow coaches additional opportunities to stand-up and instruct players while the clock is NOT running during the game. Coaches are not to stand and show displeasure regarding any situation they may not be happy with. This Unsportsmanlike behavior is subject to a technical foul being called. This bench decorum rule does allow coaches an opportunity to coach and teach whenever the clock is NOT running.

  28. Bench Decorum Rule Cont. • Disqualified player: Upon the head coach’s notification of a disqualified player, the coach may stand to congratulate the disqualified player and may walk the confines of his/her bench to select a replacement for the disqualified player.

  29. Bench Decorum Rule Cont. • The rule states that a disqualified player must be replaced within 20 seconds from the time the coach was notified. Any unsporting acts by the coaches are subject to being assessed a technical foul.

  31. Required Reporting of Stats cont. The IHSAA adopted the following policy effective with the 2008-09 school year. Basketball: • Completed by Monday at 3:00 PM on: • December 21st, 2009. • January 18th, 2010. • February 8th, 2010. • Last game of the season & after each game of the post season tournament.

  32. Required Reporting of Stats cont. Penalty for failure to report: First Offense: A letter/e-mail to the head coach from the IHSAA sport administrator, 3 days to comply Second Offense: A letter to the athletic director with copy to the principal and superintendent from the IHSAA Executive Director, 3 days to comply. Third Offense: IHSAA member school’s expense allowances will be withheld by the IHSAA in the sport in which the third offense occurred.

  33. Coaching Authorization • The IHSAA does not verify attendance for coaching authorization. • Anyone in attendance for coaching authorization renewal credits is responsible for keeping track of the dates and place of the rules meeting. • Go to the website, www.boee.iowa.gov for current applications.

  34. Coaching Authorization Cont. • All coaches grades 7-12 (volunteer and contracted) need to have an authorization or endorsement to teach sport specific skills to student-athletes. • Beginning with the first legal day of practice, you cannot bring in former athletes without this authorization or endorsement to teach specific skills. (For example, former high school center to work on rebounding.)

  35. General Reminders • The Spalding ZK PRO (Boys Tournaments), • 28.5 Spalding Z K PRO (Girls Tournaments) will be used for all post season tournament games.

  36. IHSAA OFFICIALS • PART 1 EXAM MUST BE TAKEN ON-LINE • SPORTSMANSHIP RATINGS WILL BE DONE ON-LINE BY MARCH 15, NO LATER THAN 5:00 P.M., 2010. • TOURNAMENT REQUEST FORM MUST BE FILLED OUT ON-LINE BY DEC. 7. EACH INDIVIDUAL OFFICIAL MUST COMPLY WITH THIS DUE TO CONFLICTS.

  37. IHSAA OFFICIALS CLINICS • NEW OFFICIALS CLINIC REQUIREMENT • All first year officials and any officials wanting to be tournament eligible, must attend an IHSAA state sponsored clinic in that sport. Tournament eligible officials will be required to attend an IHSAA state sponsored basketball clinic within every three year registration period, in order to continue to be tournament eligible.

  40. Red/LED Light Permitted to End Quarter/Extra Period (1-14; 5-6-2) When a red light behind the backboard OR an LED on the backboard are present – they may be used to end the period. If malfunctioning or not present, the timer’s audible signal will be used.

  42. Traveling • Traveling rule has not changed. • Specific areas of concern: • Spin move • Step-through move, legal if player does not drag or change pivot foot • Jump stop • Perimeter shooters taking extra ‘hop’ • Lifting the pivot foot before starting the dribble

  43. Traveling • Guidelines for teaching & officiating: • Find the pivot foot. • At start of dribble, ball must be released before the pivot is lifted. • After dribble has ended, the pivot may be lifted, but the ball must be released on a pass or try before it returns to the floor.

  44. Closely Guarded Closely-guarded rule is in place to create better balance between the offense and defense. The offense gains a tremendous advantage if the rule is not enforced properly and consistently.

  45. Closely Guarded • The rule basics: • Player is in control in his/her team’s frontcourt. • Guarded by an opponent who is within 6 feet. • Defensive player must obtain a legal guarding position.

  46. Closely Guarded • The rule basics: • Player may legally… • HOLD for 4 seconds • DRIBBLE for 4 seconds • HOLD for 4 seconds

  47. Closely Guarded A closely-guarded count continues if defenders switch, provided the 6-foot distance and legal guarding position is maintained. Officials use a visible count when the 6-foot distance is established and switch counting arms when going from one counting situation to another.

  48. Three-Seconds • The restricted area includes the lane and all lines defining it. • Rule is in effect when a team is in controlin its frontcourt. • Team control exists: • Player is holding/dribbling the ball. • Passing among teammates. • Interrupted dribble.
