Initiatives taken by MP in farm mechanization • To identify the need of farmers, detailed District Mechanization Plans were prepared in 2010-11. • Following areas were identified where government intervention is required - • Technology transfer • Availability of implements • Bringing implements and technologies to small and marginal farmers. • Improving infrastructural facilities in rural areas for repair and maintenance. • Problem based interventions.

Initiatives taken by MP in farm mechanization Technology transfer- Yantradoot Program • Every year 200 villages are selected where mechanization level is very low and farmers are mostly small, marginal or of backward classes. These villages are than provided with planned input of mechanization along with best agronomical practices. • A detailed plan for entire village is prepared through interactions with farmers during Sangosthies. Every farmer is given mechanization input to change farming practices along with trainings and field visits. • Directorate provides about 250 tractors and other machines throughout the year for different operations. State is making expenditure of about 10 crores per year. • An increase of 50-100 % in productivity is observed during single cropping season.

Initiatives taken by MP in farm mechanization Technology transfer- Yantradoot Program Yantradoot program is included as Successful Governance Initiatives and Best Practices in Governance Knowledge Center of Government of India in year 2012. • indiagovernance.gov.in/files/yantradoot_final_1.pdf

Initiatives taken by MP in farm mechanization Availability of implements • All the manufacturers interested in participating in subsidy schemes have to register in directorate through online registration system. So far 508 manufacturers and their 15000 dealers are registered. • State has an online application system for farmers. • Funds available in different schemes of GOI like SMAM, NFSM, NMOOP and RKVY are pooled to fulfil the demand of farmers in systematic manner. For year 2016-17 a total fund of Rs 150 Crores has been approved.

  12. Initiatives taken by MP in farm mechanization Availability of implements • State is giving topup subsidy on selected 16 power driven implements ranging from 10 to 50 thousand per implement. State has allocated Rs 16 crores for topup subsidy this year. • All hand operated and bullock-drawn implements are given 25 % topup subsidy. Rs 26 crore is available for this.

Initiatives taken by MP in farm mechanization Bringing implements and technologies to farmers with special attention to small and marginal farmers • In order to ensure availability of costly and hi-tech machineries in the reach of small, marginal farmers and farmers of weaker sections this state sector scheme was launched in 2012-13 through private entrepreneurs. • An assistance of 40% up-to Rs. 10 Lakh is provided to entrepreneurs for setting Center. Applicants having graduation in agriculture field are given priority. • So far 1205 CHC'sestablished. Each center is serving about 80-100 farmers per year. • State has made a provision of Rs 50 crores for this year for estabilishing 650 CHC's.

Initiatives taken by MP in farm mechanization Bringing implements and technologies to farmers with special attention to small and marginal farmers • The state is giving emphasis on bringing hi-tech machines in the state. So far 54 hubs have been established including 45 hubs for sugarcane harvesting. • During 2016-17 additional 20 hubs are planned.

Seed quality Improvement program Quality of farm saved seed is important as about 70% of area is sown with this seed. Proper grading and treatment of this seed is necessary for high percentage of germination and safeguard against fungal infections. The govt. has provided spiral seed grader and seed treatment drum to all the 52,000 village for free of cost use by farmers.

  17. Initiatives taken by MP in farm mechanization Problem based interventions 2. Promotion of Line sowing Areas still using broadcasting method of sowing were identified. To bring these areas under line sowing govt. has started a program to provide seed cum fertilizer drills on 75% subsidy. About 4Lakh hectare of land has been converted to line sowing. 3. Deep Ploughing - HALDHARYOJNA An assistance of Rs 2000 per hectare is given to small and marginal farmers for deep ploughing. The scheme was started in 2009-10 and about 4 Lakh Ha. of land has been deep ploughed so far.

  18. Initiatives taken by MP in farm mechanization Problem based interventions 4. Production of quality implements Availability of quality implements to farmers is very important. To ensure this the government has invited big manufacturers under "new Industrial Policy" of the state. Madhya Pradesh welcomes all the leading manufacturers to come to forward for establishing their units in the state.

  19. Suggestions 1. Components of mechanization is made available in nearly all the central schemes. But implementation in parts do not bring desired results on ground level. Moreover it creates confusion about implementation. It should be brought under one umbrella as "National Mission on Agriculture Mechanization" 2. Different schemes have different subsidy norms for same implement. It should be uniform and as per SMAM norms. 3. GOI may consider formation of Agriculture Engineering Directorates in all the states for effective growth of mechanization in agriculture with financial support as ATMA scheme.
