  • Increased size, scale, cost and impact of mission critical acquisitions

  • Increased workload in terms of actions

  • Decreased professional staff (numbers and experience)

  • Fewer acquisition reform flexibilities

  • Heightened Executive and Legislative requirements for a more transparent, effective federal contracting system

  • All this translates into very long acquisition lead-times

    • J&As must include a comprehensive business case analysis of the marketplace and alternative strategies

    • Public Posting of Sole Source J&As

    • Agency Head (ASA(ALT)) approval for periods of performance greater than 12 months on Urgent and Compelling J&As

  • Increased approval authorities for single award, ID/IQ type contracts

  • Maximizing competition at Task and Delivery Order levels

  • Desire for shorter duration contracts

    • 3-5 years is the expressed DoD preference

      • Less use of Cost Reimbursement/Time & Materials Contracts

  • OSD/Army level Peer Reviews
