  • Districts are strongly encouraged to submit to EED by May 30 so review can begin in June.
  • FINAL DEADLINE – June 30, 2009
    • Must be in substantially approvable form in order to have grant award effective July 1.

What’s New for 2009-2010?
  • No major changes in application format for 2009-2010
  • Tab kk has been added for districts to use to ensure the state that requirements have been met before releasing funds set-aside for Choice/SES
  • Title VA has no longer been funded by Congress, so there is no authority to transfer into or administer Title VA

District Planning
  • The programs funded through the NCLB application must be planned with input from teachers, principals, parents, etc. List planning team members on tab c.
  • Private Schools must be consulted about their needs to students, teachers and parents before the application is written. Describe private school consultation on tab d.
  • Describe the data analysis process and sources of data used to determine what needs the district will serve through NCLB funding on tab e.
  • Describe the identified district needs on tab f. This tab includes category headings in which district needs are likely to be identified.

  • Tab g
    • The pages on this tab represent the “heart” of the NCLB application. All activities funded with NCLB funds should be described on these pages and should correlate to the budget narratives for the Title programs.
    • Budget amounts should be entered as appropriate from each Title program. These will total at the top of the page to facilitate correlation to the program budgets.
    • Specific program activities and funds uses are labeled. Additional sections are blank for the district use in describing all activities.

Title I-A – Improving Basic Programs
  • Two types of Title I programs:
    • Targeted Assistance (TA) – Title I $ provides supplemental services to students identified through multiple educational criteria as being in academic need. Services provided to students must be tracked and reported.
    • Schoolwide Program (SW) – Title I $ (& other federal funds) provides supplemental funding to upgrade the education of the entire school through the Schoolwide Plan. All students are Title I students.

  • Tab h – Set-Asides
    • Include all applicable funds that are set-aside to provide services at district level. See Instructions & Handbook for more information about specific set-asides.
  • Tab i – SES/Choice set-aside explanation.
    • Use this optional page to estimate a smaller amount that will be needed for SES/Choice and to set-aside that amount rather than the full 20%.
  • Tab j – Title I Program information
    • Include information about TA & SW programs, including student selection criteria.

Title I-A Site Eligibility
  • Tab k – Site Eligibility
    • Amount from tab h, line 2F carries forward to tab k, Site Eligibility form. This amount must equal the total of the allocations to schools. Funds are allocated based on number & percent of students in poverty.
    • See pages 8-10 and Appendix A of the Instructions & Handbook for more information about ranking & serving Title I schools.
  • Reminders:
    • ALL public schools must be listed, including correspondence & charter schools, with their poverty counts and percents. A Sample Income Survey for those schools can be found on the Title I page under Quicklinks at http://www.eed.state.ak.us/tls/TitleIA/.
    • State school numbers must be included for all schools.
    • New schools proposed for 2009-2010 should be listed with estimated enrollment & poverty counts.

  • Enter information as applicable on these pages.
  • Be sure to review the information in the Instructions & Handbook for each program.
  • There will be NO funds allocated for Title V in 2009-2010. Use tab s, Innovative Programs, ONLY if district is eligible to REAP and can demonstrate that the proposed use is part of an innovative assistance program allowable under Section 5131(a) and that the activity is not allowable under any other NCLB Title program eligible for REAP.

  • Transferability (tab u)
    • Districts NOT in improvement may transfer up to 50%
    • Districts in improvement (Levels 2 & 3) may transfer up to 30% but must use funds for district improvement activities.
    • Districts in corrective action (Level 4) may NOT transfer.
  • REAP (tab v)
    • Rural districts are eligible for REAP flexibility – to use funds for other program purposes
    • Districts that have participated in REAP for 3 years must either make AYP to continue participating, or must use REAPed funds for school or district improvement.
  • Total of funds transferred or REAPed out must equal total of transfers or REAPed in. Include current year allocations for all programs.

  • The Consolidated Administration Budget page is at the back of the application (tab jj), preceded by the Consolidated Administration Budget Narrative (tab ii).
  • The optional consolidated administration budget should only be used if you are taking amounts from more than one Title program to combine into a consolidated admin budget.
  • See pages 19-20 of the 2009-2010 Instructions and Handbook for more explanation of how to use and create a consolidated administration budget, as well as a sample consolidated administration budget.
  • All budget amounts, as well as accompanying narrative, should be entered into the budget narrative page, which will now populate the budget summary page.

Budgets, Narratives, & Title Program Budget Summary
  • Tabs w-hh
    • Enter budget amounts and narratives for each applicable program budget.
    • Budget narratives should include FTE portions of positions funded by Title program funds.
    • Budget narratives should correlate with program activities on tab g.
    • The Title Program Budget Summary (tab hh) will show the summary of all program budget amounts.
    • Submit budget revisions after application approval on District Project Budget Form, #05-07-071, available on the EED website under Forms & Grants.

Program Budget Reminders
  • If Consolidated Admin Budget is used, the Title program budgets will reflect the amount remaining after amounts for consolidated administration have been taken out.
  • Indirect costs may be applied to the set-asides for Highly Qualified and Choice/SES only on top of the amount set-aside. Districts may set-aside less than 5% for highly qualified and less than 20% for Choice/SES if appropriate, but will need to ensure that all requirements are met.
  • Districts in improvement must set-aside and spend the full 10% of the Title I-A allocation for professional development each year.
  • Administrative caps of 2% on III-A and IV-A include indirect rates.
  • Carryover limitations: Title I-A: 15% maximum (after 9/30); Title I-C: 0%; Title IV-A: 25% maximum (after 9/30, letters of justification for carryover beyond 25% are reviewed on a case-by-case basis)

  • 2009-20010 Assurances Packet
    • The assurances packet has had minimal changes.
    • All assurances in the 2009-2010 Assurances and Certifications Packet should be printed, signed, and filed in the district office for monitoring purposes.
    • Statement of Assurances (tab b) from the NCLB application encompasses all assurances in the packet. It should be signed and mailed to EED.
    • Failure to provide an original inked Signature page (tab a) as well as the Assurances page (tab b) may significantly delay the approval of your application.

Fiscal Issues
  • NCLB funds are “27 month” money
    • July 1, 2009 – September 30, 2010 (1st grant period)
    • October 1, 2010 – September 30, 2011 (funds expire)
  • Formula grants must be applied for, and reimbursement of expenses is subject to approval of final application
  • Federal funds must “supplement, not supplant” services, staff, programs, or materials that would otherwise be paid with state or local funds (and, in some cases, other federal funds)
  • Costs must be allowable under grant requirements, necessary & reasonable, & Legal under state and local law

  • For pre-approval application revisions:
    • Use the Revision Log tab to record each tab that has changed and resubmit entire workbook to: [email protected]
  • Post-approval budget revisions must have prior approval from EED for the following changes:
    • Project or activities that exceed 10% of current approved budget line item
    • Programmatic Changes - Any revision in the scope or objectives of the grant
      • See “Workbook Instructions” tab in NCLB Application for detailed instructions.

Budget Revisions
  • Submit POST-APPROVAL budget revisions to [email protected]
    • Allow at least two weeks for budget revisions to be approved.
    • Wait for one budget revision to be approved before submitting another.
    • Wait to submit quarterly reimbursements until budget revisions have been approved.
    • Submit budget revisions only as needed.
    • Communicate with the district business manager to ensure internal procedures are followed.
    • Ask EED Program Manager before submitting budget revision if unsure of new expenses.

  • For each student enrolled, provide as applicable, the following data in Summer OASIS (due July 15):

Note: Be sure to provide this information to the district person responsible for submitting Summer OASIS prior to the end of June.

    • Homeless – if the student was identified as homeless at any time during the school year, and if so, the primary nighttime residence.
    • LEP – if the student was identified as LEP or former LEP during the school year. (LEP student code and first language code)
    • Immigrant – if the student met the definition of an immigrant student.

      • Yes, if student received Title I services in a Title I targeted assistance school.

    • Schoolwide programs
