    2. What is the merSETA? Manufacturing Engineering & Related Services Sector Education & Training Authority. MerSETA is one of 23 SETAs established by the Department of Labour in terms of Skills Development Act 97 of 1998. merSETA

    4. What does merSETA do? The merSETA like all other SETAs play a central role in making sure that the National Skills Development Strategy (NSDS) is fulfilled. merSETA receives levies from the Department of Labour, which are collected by SARS. 50% - Mandatory Grants (WSP/ATR) 20% - Discretionary Grants 18% - National Skills Fund 10% - SETA’s administration. 2% - SARS administration. merSETA

    5. What does merSETA do? (cont..) merSETA facilitates the process for training by paying grants; registering moderators and assessors; identifying scarce skills; accrediting training providers; monitoring the quality of training and implementing projects to close the skills gap. The merSETA has five chambers and facilitates skills development for the following: sub sectors: merSETA

    7. What does merSETA do (cont… Together with five sub-sectors comprise approximately 44000 companies, with a workforce of approx. 600 000. The merSETA supports companies that contributes levies as well as SME companies that are exempted from paying levies. merSETA

    8. What is a levy number? A levy number (or L number)is a number allocated by the SARS to show that your company contributes the required skills levy. The number begins with letter L. merSETA

    9. Levy number continues… Seta’s use this number to identify companies and their line of business. Companies use this number when they contact their SETA for enquiries about training programmes and grants. merSETA

    10. What is a Grant? A training grant is paid from money collected through the levies paid by the company to SARS. merSETA

    11. Grant types There are two types of training grants: Mandatory Grant and Discretionary Grant merSETA

    12. Mandatory Grant: A Mandatory Grant is paid to a company by a SETA for all the training a company has undertaken over a specific period; based on submission of a WSP and ATR by 30 June each year. This grant is paid only to companies with an L number. merSETA

    13. Discretionary Grant A discretionary grant is paid to a company for undertaking certain training programmes leading to national qualifications. This grant is paid to eligible, contributing and to exempted companies. merSETA

    14. Discretionary Grant (cont..) merSETA has devised the new way of disbursing the discretionary grants, companies are categorised into 3 as follows: Established, Developmental & New Business. In order for companies to fall in either of these categories they should meet the following criteria: merSETA

The company should have claimed and received the mandatory grant for the past 3 years 3.if company employs 50 or more employees should have a training committee 4. 65% pass rate on learnerships or apprenticeships 5. 50 % progression or permanent employment merSETA

    16. Discretionary Grant (cont…) Discretionary grants covers the following learning interventions: Apprenticeship Learnerships- unemployed and employed Skills programmes ATRAMI Internships/ Experiential learning ABET Sector Specialists – SDF’S, Mentors, Assessors, Bursaries merSETA

    17. Projects: VIP- Voucher Implementation Programme- which accommodates SME’s employing up to 49 employees, it covers abet to technical or industry related courses- the company is entitled to R100.000 per financial year. Bursary scheme- Seeks to assist the previously disadvantaged individuals who want critical skills in the sector, this applies to employees employed by merSETA companies. merSETA

    18. Projects (cont…) Toolbox project- Assists registered learners in learnerships and apprenticeships. AATP- This was implemented to overcome the artisans shortage in SA, the entry requirement are higher than the normal apprenticeship. merSETA
