New process will no longer permit “last minute” submissions. • Changes being phased in by type of application: RO1 change currently scheduled for October 1, 2006. • “Applicants are encouraged to prepare themselves now to participate in electronic submission through Grants.gov. They are strongly urged to acquaint themselves with the new forms, the technology and changes in the process. They are also urged to regularly visit this website to keep pace with changes in NIH's quickly evolving electronic receipt program.”

NCI funds most applications from “The Pool.” • Majority of NCI funding awarded to applications which are “unsolicited,” using standard dates. • Do not need to wait for a Program Announcement or Request for Application to submit a good idea. • Consider visiting the Center for Scientific Review (CSR) website to look at available study sections. See, http://cms.csr.nih.gov/ • Are welcome to write a cover letter, requesting a specific study section or specific expertise. • DO NOT request specific reviewers – they will then be considered “in conflict” with your application.

A Plan and Budget Proposal for Fiscal Year 2007 (“By-Pass” Budget) http://plan.cancer.gov/ • For example: “In our 2004 budget proposal, we give special attention to four areas of public health emphasis.
