  • Slow Expansion of Service (NMDG 2015: Urban and Rural Water Supply 80% and 50%)
  • Serve the Poor, mostly in Phnom Penh
  • FCR: only Private Utilities & PPWSA
  • Only PPWSA autonomy & decentralized
  • No clear management & operation role for provincial public water utilities
  • Some provincial water utilities privatized
  • Waste water discharged uncontrolled

Clear Roadmap

  • Enforce the Implementation of Existing Policies and Laws (still week)
  • Set up Clear Roles and Responsibilities of each Agencies involved
  • Upgrading and Harmonizing the Policies, Laws, Roles and Regulations related
  • Protect Water Resource
  • Sanitation cooperate with Water Supply for Revenue Purposes
  • Communities Ownership to ensure Quality and Sustainability of Service

Resources Allocation

  • Strong Political Support
  • Strengthen Coordination among Agencies involved
  • Strengthen Institutional Capacity (Agencies works still largely driven by external Donors and external Experts)
  • Donors should better Support and Coordinate Sector Reform, but not drive
