Catalogue of information sources on the Internet (and intranet) with links to the sites hosting these An IRC is similar to the library catalogue, but describes networked information sources Also called as virtual library catalogues, gateways and portals Examples: Yahoo (www.yahoo.com) Internet Resource gateway of NCSI (www.ncsi.iisc.ernet.in/ncsi/internet/disc.html)

    4. 4 Purpose of IRC Offer libraries a means to extend library collections by integrating networked information sources Though a large number of Internet portals exist (e.g. www.yahoo.com, www.vlib.org), a library needs to develop a local IRC describing Internet resources of relevance to its users Library users can access the IRC on the library website, select one or more sources and then visit these on the Internet/ intranet

    5. 5 Scope of IRC What should be the extent of local effort? How much to rely on subject gateways, Internet portals and search engines? As a minimum library websites should point to these gateways and search engines They should go beyond this and provide a more extensive collection of resources, tailored to local needs and presented in an integrated manner In an academic environment, for e.g., IRC should consider needs of teaching, learning and research

    6. 6 Scope of IRC… An IRC mainly covers sources available via the Internet Subscribed sources Electronic journals (e.g. www.ncsi.iisc.ernet.in/ncsi/internet/type/ejrnl/ejrnl.html) Reference sources (e.g. Encyclopedia Britannica) Free (e.g. PubMed, Patent sources) Subject gateways, Internet portals and search engines Scope of IRC can be extended to cover sources hosted on local servers on the intranet

    7. 7 Creation and Maintenance Key questions: What sources to cover and how many? How do we identify current and new sources? How do we select good sources? What data elements are used to describe the sources? How will the IRC be accessed? How is the IRC stored and processed? How do we verify the currency of links?

    8. 8 Identifying Sources Surfing was a typical approach for finding information on the Web. A number of new tools have been developed that enable information published on the Web to be searched and discovered more effectively. Some of the tools now available for finding information on the Web using two interdependent approaches are browsing through subject trees and hierarchies, and keyword searching using search engines.

    16. 16 Selection Criteria The Internet is an important new aspect of collection development. To manage a collection of relevant Internet resources, its nature be clearly defined and the criteria used for inclusion of a resource be established. Selection criteria adopted for printed resources namely subject, scope, language, level, geographic parameters and quality is applicable to Internet resources.

    18. 18 Organisation Schemes: Examples Cataloging the Internet resources provides mediated access to intentionally selected resources vs the unwashed masses of results from Internet search engines. These resources need to be organized for accessibility. Bookmark files, are a common and quick way to keep track of websites. The solution, to organize the collection is the use of Bookmark managers which are standalone programs that offer enhanced organizing and sorting tools. These provide compatibility between multiple browsers.

    25. 25 Link Verification Disappearing and shifting resources: There is no guarantee that a free Internet resource will continue to provide its service. Another problem is the change of URL. To ensure that all links work, continuous verification by a link checking program/tools such as Infolink, MOMspider, Netscape SmartMarks, Netbuddy, RedAlert, Webxref, etc., to check the status of URLs periodically for validity is needed. Many software packages can be downloaded from the Internet as demonstrations and tested free of charge. PURLs Persistent Uniform Resource Locator offer more maintenance in less time since PURLs will identify and facilitate the correcting of links which have changed.
