  1. What is the Business Licence Information Service (BLIS) ? • BLIS is a whole-of-government information service for the business sector • BLIS is a one-stop-service for business licence information • BLIS is a key component of the Government’s strategy to reduce the cost of business compliance

Business Licence Information Service (BLIS) • Established in Victoria in 1988 • Delivered to clients by Small Business Victoria with the support of all Victorian licensing agencies • Similar BLIS services are now available in all States/Territories • BLIS now contains licence information from all three levels of government

Business Licence Information Service • Independently evaluated on three occasions and found to convey significant benefits to clients & participating Agencies • SBV provides approximately 15,000 individual information responses to clients per year • BLIS is supported by Departments/Agencies who • maintain currency/comprehensiveness of their information via network of BLIS Liaison Officers and • respond to all enquires re applications, renewals, appeals etc

  4. BLIS & On-line Services After a decade of service the requirement was to upgrade the BLIS software to: • move to end-user access as part of On-line Government services • provide levels of service based on client needs • provide more efficient mechanisms for agencies to maintain BLIS data

BLIS ‘levels of service’ Level 1 • Service Content: A three page information sheet outlining the rationale behind licensing and compliance and indicating the broad areas where this may impact on a business. • Target Clients: Early intenders investigating business as a career option. • Delivery Mechanisms: • Business Channel / Internet (Primary) • Call Centre & Counter service

BLIS ‘levels of service’ Level 2 • Service Content: An information package containing the licensing information required to operate the 760 licensed business types in Victoria (including synonyms). eg a generic restaurant or sawmill. • Target Clients: Intenders / near new starters evaluating the viability of a proposal. • Delivery Mechanisms: • Business Channel / Internet (Primary) • Call Centre & Counter service

BLIS ‘levels of service’ Level 3 • Service Content: Access to a full intermediary facilitated search of BLIS with options to print licence application forms if required, and selection of specific municipal location • Target Clients: Existing business, Committed new starters • Delivery Mechanism: • Call Centre (Exclusively)

Advantages of BLIS to clients Provides clients with complete information of their compliance requirements: • information commensurate with the client’s current needs via a single interaction with government • in context ie all compliance issues from three levels of government in a structured output • independent of the structure of government

  9. Advantages of BLIS to Govt Provides departments/agencies with: • assistance in obtaining higher levels of compliance • feedback on levels of enquiries about individual licences • all licence data available for evaluation/reengineering purposes

BLIS Summary • One stop information service providing compliance information in context • Whole of government initiative supported by all Departments/Agencies • Providing end-user access via the Business Channel ie a knowledge service • High value adding interactions via the Victorian Business Line call centre

BLIS - Where to from here? • Use BLIS as a vehicle to “integrate” agency compliance initiatives across government • Use BLIS to initiate agency compliance transactions eg. application/renewal payments • Extend the BLIS infrastructure to convey other compliance information eg. legislation, codes of practice, standards, penalties • Use the total BLIS information resource to drive regulation reform activities
